APPROPRIATIONS/JUDGMENT:  Appropriates funds for payment of a consent judgment
against the state in the suit entitled Direct General Ins. Co., of La. v Tonia Boggs et
al. consolidated with William Tyler Walker et al. v. FCCI Ins. Co. et al.
1	AN ACT
2Relative to the appropriation of monies out of the state general fund to be used to pay the
3 consent judgment captioned "Direct General Insurance Co, of Louisiana versus
4 Tonia Boggs, Paige Boggs and William T. Walker consolidated with William Tyler
5 Walker and Samantha Woods versus FCCI Insurance Company, et al" between the
6 state of Louisiana, through the Department of Transportation and Development, and
7 MLA Logging, LLC; to provide for an effective date; and to provide for related
8 matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  The sum of Ten Thousand and No/100 ($10,000) Dollars is hereby
11payable out of the State General Fund (Direct) for Fiscal Year 2024-2025 for payment of the
12consent judgment captioned "Direct General Insurance Co, of Louisiana versus Tonia Boggs,
13Paige Boggs and William T. Walker consolidated with William Tyler Walker and Samantha
14Woods versus FCCI Insurance Company, et al", signed on June 12, 2023, between the state
15of Louisiana, through the Department of Transportation and Development, and MLA
16Logging, LLC, bearing Numbers 2015-178 and 2015-271, on the docket of the Fourth
17Judicial District, parish of Morehouse, state of Louisiana.
18 Section 2.  The judgment may only be paid from this appropriation if it is final and
19shall be paid as to principal, interest, court costs, and expert witness fees as awarded in the
20judgment.  If the provisions of the judgment conflict with the provisions of this Act, the

1provisions of the judgment shall be controlling.  Any other provision of this Act not in
2conflict with the provisions of the judgment shall control.  Payment shall be made only after
3presentation to the state treasurer of documentation required by the state treasurer.  Further,
4the judgment shall be deemed to have been paid on the effective date of this Act, and interest
5shall cease to run as of that date.
6 Section 3.  This Act shall become effective upon signature by the governor or, if not
7signed by the governor, upon expiration of the time for bills to become law without signature
8by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
9vetoed by the governor and subsequently approved by the legislature, this Act shall become
10effective on the day following such approval.

judgment and proposed law. Prohibits accrual of interest on the judgment as of the effective
