HOUSE BILL NO. 583

ENERGY:  Establishes state policy regarding affordable, reliable energy and grid resilience
1	AN ACT
2To enact Chapter 17 of Subtitle I of Title 30 of the Revised Statutes of 1950, to be
3 comprised of R.S. 30:1501, relative to affordable, reliable, and clean energy
4 solutions; to provide for energy security and affordability; to provide the criteria for
5 reliable energy sources and for green energy and clean energy; and to provide for
6 related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  Chapter 17 of Subtitle I of Title 30 of the Revised Statutes of 1950, to be
9comprised of R.S. 30:1501, is hereby enacted to read as follows:
10	CHAPTER 17.  ENERGY GRID
11 ยง1501.  Affordable, reliable, and clean energy security
12	A.  The Department of Energy and Natural Resources shall work with the
13 Public Service Commission to prioritize affordable, reliable, and clean energy
14 security within the state of Louisiana by:
15	(1)  Ensuring the state prioritizes fuel sources primarily produced
16 domestically within the United States.
17	(2)  Minimizing reliance on foreign nations for critical materials or
18 manufacturing by prioritizing infrastructure necessary to deliver energy to Louisiana
19 customers.
20	B.  "Affordable energy source" shall mean energy resources that:

1	(1)  Have a stable and predictable cost.
2	(2)  Provide cost effective means of heating, cooling, and generating
3 electricity.
4	(3)  Deliver substantial savings to homes and businesses compared to other
5 resources based on the average cost per unit of energy output over the past five years.
6	(4)  Are readily available during all times of the day and seasons of the year.
7	(5)  Include energy generated by reliable hydrocarbons as a resource.
8	C.  "Reliable energy source" shall meet the following criteria:
9	(1)  Energy resources must be readily available to meet the demands of
10 customers at all times of day and during all seasons of the year with minimal
11 interruptions during high usage periods.
12	(2)  Energy resources shall include energy generated by hydrocarbons.
13	(3)  Energy resources used for power generation must demonstrate:
14	(a)  A minimum capacity factor of at least fifty percent.
15	(b)  A stable energy grid that:
16	(i)  Has a continuously dispatchable electricity output.
17	(ii)  Has the capability to ramp up or down electricity generation within one
18 hour to stabilize the electrical grid.
19	(c)  An ability to complement and provide backup to renewable energy
20 sources during periods of low availability.
21	D.(1)  "Green energy" shall mean any energy generated by utilizing an energy
22 resource in which the emissions are equivalent to the standard set by pipeline quality
23 natural gas and:
24	(a)  Releases reduced air pollutants.
25	(b)  Includes energy generated by nuclear reactors.
26	(c)  Includes energy generated using natural gas.
27	(2)  Green energy, as defined by this Subsection shall be applicable to all
28 state programs that fund "green energy" or "clean energy" initiatives.

Abstract:  Provides for energy security and affordability and provides the criteria for
reliable energy sources including green energy and clean energy.
Proposed law provides for the Dept. of Energy and Natural Resources to work with the
Public Service Commission to ensure the state's energy sources are domestically produced
and that infrastructure that minimizes reliance on foreign energy sources are prioritized.
Proposed law provides for "affordable energy sources" to be stable and cost effective
resources and to include energy generated by hydrocarbons as a resource.
Proposed law provides for "reliable energy sources" to be readily available and to include
energy generated by hydrocarbons as a resource and to provide for grid stability.
Proposed law redefines "green energy" to include energy that uses resources in which
emissions are equivalent to the standard set by pipeline quality natural gas that releases
reduced air pollutants, includes energy generated by nuclear reactors and includes energy
generated using natural gas as a resource.
Proposed law provides that the definition of "green energy" in proposed law is applicable
to all programs within the state that fund any "clean energy" or "green energy" initiatives.
