HLS 25RS-1055 ORIGINAL 2025 Regular Session HOUSE BILL NO. 660 BY REPRESENTATIVE BOYD AND SENATOR CARTER TRANSPORTATION: Provides relative to the annual registration tax applicable to trucks and trailers statewide 1 AN ACT 2To amend and reenact R.S. 47:462(B)(1) and (2)(a), relative to motor vehicle registration 3 tax on trucks and trailers; to increase the annual registration or license tax for 4 semitrailers or trailers statewide; to increase the one time fee for a permanent license 5 and registration for semitrailers and trailers; and to provide for related matters. 6Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 47:462(B)(1) and (2)(a) are hereby amended and reenacted to read 8as follows: 9 ยง462. Trucks and trailers 10 * * * 11 B. Rates 12 (1) For each semitrailer or trailer, an annual registration or license tax of ten 13 fifteen dollars shall be collected by the commissioner or through such agency as he 14 may designate. The collection of the annual registration or license tax shall be 15 subject to the following provisions: 16 (a) The annual registration or license tax of ten fifteen dollars for each 17 semitrailer or trailer may be paid, at the option of the person paying the tax, every 18 four years. If the person avails himself of this option, the tax shall be forty sixty 19 dollars for four years. The refund shall be computed 2 on a yearly basis in such manner that each fraction of a year in which the trailer is 3 used shall be deemed to be a year, and a refund of ten fifteen dollars shall be made 4 for each year in which the trailer is not used. 5 (b) In lieu of paying the annual registration and license tax of ten fifteen 6 dollars, the owner of any semitrailer or trailer used as or in connection with a motor 7 vehicle, truck, or tractor shall have the option of obtaining a permanent registration 8 and license plate for such a semitrailer or trailer. The fee for such permanent 9 registration and license plate shall be a one time fee of seventy one hundred and five 10 dollars. The permanent registration and license plate issued for a specific semitrailer 11 or trailer shall continue to be valid for the duration of the owner's interest in such 12 semitrailer or trailer. A permanent registration and license plate shall not be 13 transferred for any reason. When the owner of such semitrailer or trailer no longer 14 holds an interest in such semitrailer or trailer, the license plate shall be returned to 15 the commissioner or his designee with no refund of any fee. 16 (2)(a) For each light trailer, farm trailer or farm semitrailer both with a 17 loaded gross weight of six thousand pounds or less, or boat trailer, an annual 18 registration or license tax of three dollars four dollars and fifty cents shall be 19 collected by the commissioner or through such agency as he may designate. The 20 annual registration or license tax of three dollars four dollars and fifty cents for each 21 trailer licensed under the provisions of this Paragraph shall be paid for a four-year 22 period of time. 23 * * * DIGEST The digest printed below was prepared by House Legislative Services. Proposed law increases the annual registration or license tax to be collected from $10 to $15. Present law specifies the annual registration or license tax of $10 for each semitrailer or trailer be paid, at the option of the person paying the tax, every four years. Further specifies that if the person avails himself of this option, the tax will be $40 dollars for four years. Requires any person who has availed himself of this option who subsequently changes his domicile and moves out of this state or who subsequently sells the trailer be entitled to a refund of the tax. Additionally, requires the refund be computed on a yearly basis in such manner that each fraction of a year in which the trailer is used to be deemed to be a year, and a refund of $10 is to be made for each year in which the trailer is not used. Proposed law modifies present law by increasing the refund from $10 to $15 for each year the trailer is not used. Also changes the tax for four years in present law from $40 to $60. Present law specifies that in lieu of paying the annual registration and license tax of $10, the owner of any semitrailer or trailer used as or in connection with a motor vehicle, truck, or tractor has the option of obtaining a permanent registration and license plate for such a semitrailer or trailer. Further requires the fee for such permanent registration and license plate be a one time fee of $70. Proposed law modifies present law by increasing the annual registration license tax from $10 to $15. Also increases the one time fee for a permanent registration from $70 to $105. Present law requires each light trailer, farm trailer or farm semitrailer both with a loaded gross weight of 6,000 pounds or less, or boat trailer, an annual registration or license tax of $3 to be collected by the commissioner or through such agency as he designates. Specifies the annual registration or license tax of $3 for each trailer licensed under the provisions of present law be paid for a four-year period of time. Proposed law modifies present law by increasing the annual registration or license fee collected by the commissioner or through any agency he designates from $3 to $4.50. Also increases the annual registration or license tax from $3 to $4.50 to be paid for a four-year period of time.
