HOUSE CONCURRENT RESOL UTION NO. 17
BY REPRESENTATIVE YOUNG
HOUSING:  Requests the Louisiana Housing Corporation to conduct a study on how the
corporation's resources are being allocated to finance development in rural areas

2To urge and request the Louisiana Housing Corporation to conduct a study on how the
3 corporation is allocating its resources to finance development projects in rural areas
4 and to report its findings to the legislature not later than March 15, 2026.
5 WHEREAS, affordable housing is becoming increasingly difficult to find in many
6areas of the country for both home buyers and renters; and
7 WHEREAS, closing the housing affordability gap will require a comprehensive
8housing strategy, including developing new units, preserving existing affordable housing,
9and expanding rental assistance; and
10 WHEREAS, the mission of the Louisiana Housing Corporation is to ensure that
11every Louisiana resident is granted an opportunity to obtain safe, affordable, energy-efficient
12housing; and
13 WHEREAS, the Louisiana Housing Corporation offers various programs to finance
14development projects across the state, including a low income housing tax credit program
15through which housing developers receive a reduction in their federal income tax liability
16in exchange for construction or rehabilitation of low income housing; and
17 WHEREAS, it would be beneficial for the Louisiana Housing Corporation to allocate
18more resources to finance development projects in rural areas as those areas face significant
19housing challenges, including substandard housing conditions, higher construction costs, and
20limited access to resources and services, which can reduce the incentive for private
21investment; and

1 WHEREAS, the allocation of more resources to finance development projects in
2rural areas could significantly increase the construction, acquisition, and rehabilitation of
3affordable homes and rental housing.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5urge and request the Louisiana Housing Corporation to conduct a study on how the
6corporation is allocating its resources to finance development projects in rural areas and to
7report its findings to the legislature not later than March 15, 2026.
8 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
9executive director of the Louisiana Housing Corporation.
