HLS 25RS-461 ORIGINAL 2025 Regular Session HOUSE RESOLUTION NO. 40 BY REPRESENTATIVE TAYLOR HIGHWAYS/INTERSTATE: Urges and requests the Department of Transportation and Development to study and take measures on the benefits of connecting West 10 th Street in Reserve, Louisiana, to Interstate 10 to relieve traffic congestion 1 A RESOLUTION 2To urge and request the Department of Transportation and Development to study and take 3 measures on the benefits of connecting West 10th Street in Reserve, Louisiana, to 4 Interstate 10 to relieve traffic congestion. 5 WHEREAS, many prominent commercial businesses and industries are located on 6or near West 10th Street in Reserve, Louisiana; and 7 WHEREAS, West 10th Street is home to major transportation hubs including the 8Port of South Louisiana which is one of the largest tonnage ports in the United States and 9the Illinois Central Railroad which is a significant railroad infrastructure that facilitates the 10movement of goods and passengers; and 11 WHEREAS, major commercial businesses such as Baumer Foods, Inc., Marathon 12Petroleum Corporation, Nalco Chemical, ADM Growmark, NATCO Food Service, DPC 13Enterprises, and Total Supply Company frequently use West 10th Street for their operations; 14and 15 WHEREAS, several other local businesses that are situated at or near West 10th 16Street are frequently visited by both residents and customers who regularly make use of 17West 10th Street; and 18 WHEREAS, West 10th Street intersects with United States Highway 61 in Reserve, 19Louisiana, which is a busy highway that connects various communities in the River Parishes 20and facilitates access to businesses, residential areas, and industries in those regions; and Page 1 of 2 HLS 25RS-461 ORIGINAL HR NO. 40 1 WHEREAS, travelers on West 10th Street are compelled to use United States 2Highway 61 and Louisiana Highway 44 to access Interstate 10 as there are no other efficient 3routes available; and 4 WHEREAS, connecting West 10th Street to Interstate 10 could help reduce traffic 5congestion and improve accessibility in that area, making it easier for local residents, 6businesses, and commuters traveling to and from Reserve, Louisiana; and 7 WHEREAS, direct access from West 10th Street to Interstate 10 could benefit the 8local economy by boosting sales and business opportunities for local businesses and 9commercial establishments through increased traffic and visibility; and 10 WHEREAS, a direct connection to Interstate 10 could also reduce freight congestion 11on United States Highway 61 and Louisiana Highway 44 in Reserve, Louisiana. 12 THEREFORE, BE IT RESOLVED that the House of Representatives of the 13Legislature of Louisiana does hereby urge and request the Department of Transportation and 14Development to study and take measures on the benefits of connecting West 10th Street in 15Reserve, Louisiana, to Interstate 10 to relieve traffic congestion. 16 BE IT FURTHER RESOLVED that the Department of Transportation and 17Development shall submit a report detailing its findings to the House Committee on 18Transportation, Highways and Public Works by November 1, 2025. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 20secretary of the Department of Transportation and Development.
