SENATE BILL NO. 109

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
ELECTION OFFENSES. Constitutional amendment to provide for foreign donations in
elections. (2/3 - CA13s1(A))
1	A JOINT RESOLUTION
2 Proposing to enact Article XI, Section 7 of the Constitution of Louisiana, relative to foreign
3 donations in elections; and to specify an election for submission of the proposition
4 to electors and provide a ballot proposition.
5 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
6 elected to each house concurring, that there shall be submitted to the electors of the state, for
7 their approval or rejection in the manner provided by law, a proposal to enact Article XI,
8 Section 7 of the Constitution of Louisiana, to read as follows:
9 ยง7. Use of Foreign Monies, Goods, or Services for Financing of Campaigns and
10	Ballot Initiatives; Prohibitions
11 Section 7. No funds, goods, or services donated by a foreign government,
12 foreign entity, or noncitizen shall be used to promote any ballot initiative,
13 candidate, issue, political party, or proposition, either directly or indirectly.
14 Section 2. Be it further resolved that this proposed amendment shall be submitted to
15 the electors of the state of Louisiana at the statewide election to be held on November 15,
16 2025.
17 Section 3. Be it further resolved that on the official ballot to be used at said election

1 there shall be printed a proposition, upon which the electors of the state shall be permitted
2 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
3 follows:
4	Do you support an amendment to provide that no funds, goods, or services
5	donated by a foreign government, foreign entity, or noncitizen shall be used
6	to promote any ballot initiative, candidate, issue, political party, or
7	proposition, either directly or indirectly?
