Provides for school mapping data of public school buildings and facilities. (8/1/25) 1 AN ACT 2 To enact R.S. 17:416.16.1, relative to school mapping data; to provide relative to delivery 3 of school mapping data; to provide for definitions; to provide for school mapping 4 data guidelines; to prohibit modification or updating of data without certain 5 corresponding updates; and to provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 17:416.16.1 is hereby enacted to read as follows: 8 ยง416.16.1. School mapping data 9 A.(1) The State Board of Elementary and Secondary Education and the 10 state Department of Education shall collaborate with each city, parish, and 11 other local public school system to coordinate and provide school mapping data 12 for every public school building and facility in the state. 13 (2) Upon preparing a school crisis management and response plan in 14 accordance with R.S. 17:416.16 each city, parish, or other local public school 15 system governing authority or a vendor, shall submit a copy of the most recent 16 blueprints and school mapping data of each school building and facility in the 17 school system, to each local law enforcement agency with jurisdiction over any Page 1 of 4 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 126 SLS 25RS-286 ORIGINAL 1 portion of the school governing authority, each local and state public safety and 2 emergency preparedness office, the Center for Safe Schools, and to the school's 3 office for use in response to emergencies. 4 (3) All aspects of the school mapping data shall be collected, produced, 5 and stored within the United States of America. 6 (4) For the purposes of this Section, the following terms shall have the 7 following meanings: 8 (a) "First responders" means local, state, and federal law enforcement 9 agencies, fire, public safety, and emergency preparedness officials. 10 (b) "School mapping data" means information provided in an electronic 11 or digital format to assist first responders in responding to emergencies at 12 public schools. 13 B. The school mapping data provided shall: 14 (1) Be compatible with software platforms used by local, parish, state, 15 and federal public safety agencies that provide emergency services to the 16 specific school for which the data is provided without requiring such agencies 17 to purchase additional software or requiring a fee to view or access the data. 18 (2) Be compatible with security software platforms in use by the specific 19 school for which the data is provided without requiring public safety agencies 20 or school districts to purchase additional software or requiring a fee to view or 21 access the data. 22 (3) Be available in a printable format. 23 (4) Be verified by the entity producing the data for accuracy by a 24 walk-through of school buildings and grounds. 25 (5) Be oriented true north. 26 (6) Be overlaid on current aerial imagery. 27 (7) Contain site-specific labeling that matches the structure of school 28 buildings including room labels, hallway names, and external door or stairwell 29 numbers and locations of hazards, critical utility locations, key boxes, Page 2 of 4 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 126 SLS 25RS-286 ORIGINAL 1 automated external defibrillators, and trauma kits. 2 (8) Contain site-specific labeling that matches the school grounds 3 including parking areas, athletic fields, surrounding roads, and neighboring 4 properties. 5 (9) Be overlaid with gridded "x" and "y" coordinates. 6 C. School mapping data shall not be modified or updated independently 7 without corresponding updates to school mapping data within software 8 platforms used by local, parish, state, and federal public safety agencies that 9 provide emergency services to the specific school. 10 D. Blueprints and school mapping data of a public school building or 11 facility shall not be subject to the Public Records Law. 12 E. The provisions of this Section shall be subject to the appropriation of 13 funds by the legislature. 14 Section 2. This Act shall be known as the "Protect Our Children and Response Act". Proposed law requires all school mapping data be collected, produced, and stored within the United States of America. Proposed law provides guidelines for school mapping data. Proposed law prohibits modification or update of school mapping data without corresponding updates within the software platforms used by local, parish, state, and federal public safety agencies. Proposed law prohibits blueprints and school mapping data from the Public Records Law. Proposed law provides that the school mapping data of each public school will be subject to the appropriation of funds by the legislature.
