Dedicates certain revenue for juvenile rehabilitation programs and establishes the Communities Aligned to Help Educate Youth Fund. (7/1/25) 1 AN ACT 2 To enact R.S. 39:100.254, relative to the dedication of revenue; to create the Communities 3 Aligned to Help Educate Youth Fund as a special fund in the state treasury; to 4 dedicate certain revenues in the fund to parish sheriffs for juvenile rehabilitation 5 programs; to provide for the deposit, investment, and use of monies in the fund; to 6 provide for an effective date; and to provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. R.S. 39:100.254 is hereby enacted to read as follows: 9 ยง100.254. Communities Aligned to Help Educate Youth Fund 10 A. There is hereby established in the state treasury, as a special fund, the 11 Communities Aligned to Help Educate Youth Fund, hereinafter referred to in 12 this Section as the "CATHEY fund" or "fund". 13 B.(1) Notwithstanding any provision of law to the contrary, after 14 compliance with the requirements of Article VII, Section 9(B) of the 15 Constitution of Louisiana, relative to the Bond Security and Redemption Fund, 16 and after a sufficient amount is allocated from that fund to pay all of the 17 obligations secured by the full faith and credit of the state which become due Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 158 SLS 25RS-324 ORIGINAL 1 and payable within any fiscal year, all revenues collected by local, municipal, 2 or parish governments derived from speeding fines generated by electronic 3 enforcement devices during a fiscal year shall be remitted at the end of each 4 month to the state treasury and deposited into the fund. 5 (2) Monies in the fund shall be invested by the treasurer in the same 6 manner as monies in the state general fund, and interest earned on investment 7 of the monies shall be credited to the fund. 8 C.(1) Beginning in Fiscal Year 2026-2027 and each fiscal year thereafter, 9 the legislature shall appropriate all monies in the fund remitted from the prior 10 fiscal year to each parish sheriff's office based on the percentage the population 11 each parish contributes to the whole population of the state as of the latest 12 federal decennial census. 13 (2) Each parish sheriff's office shall use monies received from the fund 14 for juvenile rehabilitation programs in the parish. 15 D. For the purposes of this Section, "electronic enforcement devices" 16 shall mean automated speed enforcement devices, red light traffic cameras, and 17 mobile speed cameras used for the purpose of regulating and enforcing traffic 18 violations in which citations are issued by mail. 19 E. No local ordinance shall supersede the provisions of this Section. 20 Section 2. This Act shall become effective on July 1, 2025.
