CONTRACTS. Provides for training of elected officials and employees of certain local

1	AN ACT
2 To enact R.S. 33:1420.32, relative to training for certain elected officials and employees; to
3 require the elected officials and employees of local governmental entities to
4 participate in training; to authorize state agencies or associations to provide web-
5 based training; to provide for an effective date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 33:1420.32 is hereby enacted to read as follows:
8 ยง1420.32. Public private contract payment training
9	Elected officials and employees of a municipality whose job duties
10 include the managing, tracking, or compliance of a cooperative endeavor
11 agreement, shall be required to participate in public private contract payment
12 training related to public contracts and payments, payment timing, interest,
13 costs to private entities incurred outside of the scope of the project, change
14 orders to the project, and the timing of change orders. The training may be
15 provided by a state agency or an association or group and may be web-based.
16 Section 2. This Act shall become effective upon signature by the governor or, if not
17 signed by the governor, upon expiration of the time for bills to become law without signature

1 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
2 vetoed by the governor and subsequently approved by the legislature, this Act shall become
3 effective on the day following such approval.

Proposed law provides that elected officials and employees of a municipality whose job

shall be required to participate in public private contract payment training related to public
contracts and payments, payment timing, interest, costs to private entities incurred outside
of the scope of the project, change orders to the project, and the timing of change orders.
Proposed law further provides that the training may be provided by a state agency or an
association or group and may be web-based.
Effective upon signature of the governor or lapse of time for gubernatorial action
