GAMING. Provides for nongaming economic development activities by the casino gaming
operator. (8/1/25)
1	AN ACT
2 To amend and reenact R.S. 27:244(A)(11) and (12), relative to the casino operating contract;
3 to provide relative to the operating force or personnel level; to provide relative to the
4 salary levels or compensation of the operating force or personnel; to provide relative
5 to the oversight of the Louisiana Gaming Control Board; and to provide for related
6 matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 27:244(A)(11) and (12) are hereby amended and reenacted to read
9 as follows:
10 ยง244. Contract to conduct casino gaming operations; other requirements; breach of

12	A. In addition to the requirements of R.S. 27:241 through 243, the casino
13 operating contract shall include provisions requiring the casino operator to do the
14 following:

16	(11) The casino gaming operator shall not reduce its total maintain a

1 level as such existed on March 8, 2001 as defined in R.S. 27:248(C)(4), as adopted
2 by and subject to the oversight of the Louisiana Gaming Control Board.
3	(12) The casino gaming operator shall not reduce the total salary levels or
4 compensation maintain a minimum biweekly payroll of its operating force or
5 personnel by more than ten percent of the salary level or compensation as such
6 existed on March 8, 2001 as defined in R.S. 27:248(C)(4), as adopted by and
7 subject to the oversight of the Louisiana Gaming Control Board.

Present law prohibits the casino gaming operator from reducing its total operating force or
personnel level below 90% of the force or level as such existed on March 8, 2001.
Proposed law requires the La. Gaming Control Bd. to adopt and maintain oversight
regarding the casino gaming operator's minimum operating force or personnel level.
Present law prohibits the casino gaming operator from reducing the total salary levels or
compensation of its operating force or personnel by more than 10% of the salary level or
compensation as such existed on March 8, 2001.
Present law defines "operating force or personnel level" as the number of people employed
by the casino and any related non-gaming entity, including hotel operations, hospitality
outlets, third-party tenants, corporate employees, and any third-party contractors that work
at the casino and any related non-gaming venue, excluding any third-party contractors
providing personal or professional services.
Proposed law requires the casino gaming operator to maintain a minimum biweekly payroll
of its operating force or personnel as defined in present law as adopted by and subject to the
oversight of the La. Gaming Control Bd.
