SENATE BILL NO. 64

SPECIAL DISTRICTS. Provides for membership of the Shenandoah Estates Crime
Prevention and Improvement District. (8/1/25)
1	AN ACT
2 To amend and reenact R.S. 33:9097.9(D)(1)(c), relative to the Shenandoah Estates Crime
3 Prevention and Improvement District; to provide relative to the governing board of
4 the district; and to provide for related matters.
5	Notice of intention to introduce this Act has been published.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 33:9097.9(D)(1)(c) is hereby amended and reenacted to read as
8 follows:
9 ยง9097.9. Shenandoah Estates Crime Prevention and Improvement District

11	D. Governance. (1) The district shall be governed by a nine-member board
12 of commissioners, referred to in this Section as the "board". The board shall be
13 composed as follows:

15	(c) The mayor-president of East Baton Rouge Parish the city of St. George
16 shall appoint one member from a list of nominations submitted by the association.

Present law (R.S. 33:9097.9) created the Shenandoah Estates Crime Prevention and
Improvement District in East Baton Rouge Parish.
Present law  provides that the district is governed by a 9-member board of commissioners
composed as follows:
(1)The President of the Shenandoah Estates Homeowners' Association, Inc.
(2)Four members appointed by the board of directors of the association.
(3)One appointed by the mayor-president of EBRP from a list of nominations submitted
by the association.
(4)One member appointed by the member of the governing authority of EBRP whose
council district encompasses all or the greater portion of the area of the district from
a list of nominations submitted by the association.
(5)One member appointed by the member of the La. House of Representatives whose
district encompasses all or the greater portion of the area of the district.
(6)One member appointed by the member of the La. Senate whose district encompasses
all or the greater portion of the area of the district.
Proposed law retains present law but transfers the appointing authority given to the mayor-
president of EBRP to the mayor of the city of St. George. Retains provisions of present law
requiring that the nominee for the board of commissioners be from a list of nominations
submitted by the association.
