SENATE RESOLUTION NO. 3
BY SENATOR DUPLESSIS 
COMMENDATIONS. Commends and recognizes the vital contributions of Tulane
University of Louisiana to the state of Louisiana.
1	A RESOLUTION
2 To commend and recognize Tulane University of Louisiana for its vital contributions to the
3 state of Louisiana.
4 WHEREAS, Tulane University of Louisiana is one of the country's leading research
5 and educational institutions; it is the ninth-oldest private university in the prestigious
6 Association of American Universities and home to the nation's oldest school of public
7 health, the twelfth-oldest law school, the fifteenth-oldest medical school; and it is one of
8 only seven federally funded National Primate Research Centers in the country; and
9 WHEREAS, Tulane faculty are regularly engaged in groundbreaking scholarship and
10 lifesaving research that is critically important to national defense and to the health of
11 military personnel and first-responders, including traumatic brain injury studies, research
12 into protection from bio-weapons, tropical diseases and other threats to our deployed
13 military personnel; and
14 WHEREAS, many Tulane researchers and doctors have a particular focus on children
15 and pregnant women, including studying and treating childhood respiratory conditions,
16 pediatric HIV, childhood auditory processing disorders and neurodevelopmental conditions
17 in children; and
18 WHEREAS, Tulane brings hundreds of millions of dollars each year in external

1 funding to Louisiana and is a leader in the study of infectious disease, cancer, aging, brain
2 health, and many other fields including preserving and protecting Louisiana's coastlands and
3 preparing the next generation of energy leaders through its renowned Tulane Energy
4 Institute; and
5 WHEREAS, Tulane's research-focused mission touches every segment of
6 communities throughout Louisiana, supporting more than 30,000 jobs statewide and
7 generating $88.2 million in state tax revenue each year and has an overall annual economic
8 impact to our state of $5.2 billion; and
9 WHEREAS, Tulane has embarked on a once-in-a-generation expansion of its
10 downtown campus to be anchored by the revitalization of the Charity Hospital building and
11 the re-purposing of the Tulane Medical Center building; and
12 WHEREAS, these efforts will transform the downtown campus into a thriving center
13 of cutting-edge research and innovation creating thousands of jobs while re-imagining
14 Louisiana as a healthcare destination and a hub for discovery in the biosciences; and
15 WHEREAS, Tulane has launched numerous initiatives to keep the best and brightest
16 Louisiana high school students in-state, including the Louisiana Promise Program which
17 meets the full financial need of attending Tulane for Louisiana students whose families make
18 less than $100,000 per year; and
19 WHEREAS, these initiatives complement such efforts as the Legislative Scholars
20 Program and the Mayoral Scholars programs which provide scholarships for Louisiana
21 students and which Tulane has recently expanded; and
22 WHEREAS, the enrollment of Louisiana students attending Tulane has steadily
23 increased and a growing percentage of Tulane alumni are staying in Louisiana after
24 graduation.
25 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
26 does hereby recognize Tulane University of Louisiana as an invaluable part of our state for
27 its efforts to educate our citizens and improve the lives of all Louisianians through its
28 expanded scholarship program, ground-breaking research programs, and innovative
29 healthcare programs.
30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
