Commends the LSU Health New Orleans burn team led by Dr. Jeffrey Carter. 1 A RESOLUTION 2 To commend Dr. Jeffrey Carter and the LSU Health New Orleans burn team for their 3 outstanding leadership in advancing burn and blast injury care, and to recognize their 4 recent $9.7 million Department of Defense grant supporting innovative research and 5 field training that will improve outcomes for both military and civilian trauma 6 victims. 7 WHEREAS, Dr. Jeffrey Carter, professor of surgery at LSU Health New Orleans and 8 director of the Burn Center at University Medical Center in New Orleans, leads a highly 9 skilled and dedicated team committed to advancing the science and care of burn injuries; and 10 WHEREAS, the LSU Health burn team was recently awarded $9.7 million by the 11 United States Department of Defense to enhance treatment protocols for burn and blast 12 injuries sustained during military conflicts and civilian disasters; and 13 WHEREAS, burn and trauma patients are often transported long distances by train, 14 truck, or car to reach medical care, resulting in critical delays in treatment that can 15 significantly impact outcomes; and 16 WHEREAS, Dr. Carter and his team are working to bridge this gap by developing 17 practical, life-saving tools and training for first responders, equipping them with the ability 18 to clean, clear, depressurize, and dress wounds in the field - actions that can mean the Page 1 of 2 SR NO. 45 SLS 25RS-726 ORIGINAL 1 difference between a skin graft and an amputation; and 2 WHEREAS, in service to those who serve, Dr. Carter and his team have prioritized 3 care for active-duty military personnel who often suffer complex burn injuries in combat 4 zones, and have extended their expertise globally by training battlefield medical 5 professionals in Ukraine on the latest techniques in burn and trauma care; and 6 WHEREAS, the LSU Health burn team has pioneered groundbreaking technologies, 7 including a revolutionary "spray-on skin" therapy that accelerates wound healing and 8 promotes restoration of natural pigmentation, improving both physical recovery and quality 9 of life for patients; and 10 WHEREAS, this important work not only elevates Louisiana's reputation as a leader 11 in trauma and burn care but also strengthens our nation's readiness to respond to emergencies 12 and protect those who risk their lives in defense of freedom; and 13 WHEREAS, the Louisiana Senate is proud to recognize and celebrate the innovative 14 spirit, humanitarian outreach, and medical excellence of Dr. Carter and the LSU Health New 15 Orleans burn team. 16 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 17 does hereby commend Dr. Jeffrey Carter and the LSU Health New Orleans burn team on 18 their Department of Defense grant award and expresses its gratitude for their exceptional 19 contributions to military medicine, public health, and trauma recovery. 20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Dr. 21 Jeffrey Carter.
