Us Congress Senate Bill SB15

Introduced
1/23/23

Caption

Ensuring Accurate and Complete Abortion Data Reporting Act of 2023 This bill requires states, as a condition of federal payment under Medicaid for family planning services, to report certain abortion data to the Centers for Disease Control and Prevention (CDC). (Currently, reporting is voluntary.) The CDC must develop standardized questions for states with respect to specified variables (e.g., maternal demographics and methods of abortion).

Impact

Should this bill pass, it will establish a new system of mandatory reporting for states, encompassing various data points including maternal demographics, abortion methods, and gestational age at the time of the procedure. As states begin to collect and submit this data, comprehensive national statistics on abortion could lead to enhanced public health strategy development and resource allocation. Furthermore, accurate data can enable policymakers to address public health priorities more effectively.

Summary

SB15, also known as the 'Ensuring Accurate and Complete Abortion Data Reporting Act of 2023', seeks to amend the Social Security Act by mandating states to report specific abortion data to the Centers for Disease Control and Prevention (CDC) as a precondition for receiving federal Medicaid payments for family planning services. Traditionally, this reporting has been voluntary, leading to incomplete data being submitted, which the bill aims to rectify to improve both public health and policy analysis related to abortion outcomes.

Contention

Notably, the bill has sparked debate regarding the implications of such data collection. Supporters argue that comprehensive data is essential for informed healthcare policy, while critics have raised concerns about the privacy of individuals and the potential for misuse of the data. Additionally, there could be broader implications for state autonomy in handling health-related issues. The requirement for states to certify the accuracy of their data submissions may also impose new administrative burdens and challenges.
