Us Congress House Bill HB4597

Introduced
7/13/23

Caption

Citizen Vote Protection Act

Impact

The proposed legislation would specifically modify how states issue identification for voting purposes by mandating inclusion of citizenship information. This change is intended to prevent non-citizens from voting and to strengthen verification processes at polling places. Effective January 1, 2027, any driver's license or identification card issued would need to adhere to this new standard, enhancing the ties between voter registration and citizenship verification.

Summary

House Bill 4597, titled the 'Citizen Vote Protection Act', seeks to amend the REAL ID Act of 2005. One of the primary reforms proposed is to require an indication of United States citizenship on driver's licenses and identification cards. This amendment aims to enhance voter identification procedures and uphold election integrity by ensuring that individuals presenting identification at the polls are confirmed U.S. citizens, as recommended by the bipartisan Carter-Baker Commission. The bill emphasizes the importance of photographic voter identification in securing public confidence in the election process and enforcing voting rights as exclusive to citizens.

Contention

Debate surrounding HB 4597 revolves primarily around issues of accessibility and voter disenfranchisement. Proponents argue that the measure will bolster the integrity of elections by circumventing potential voting fraud. Critics, however, raise concerns that such mandatory identification requirements could disproportionately impact certain populations who may struggle to obtain the necessary documentation. Questions about the implications for community inclusivity and the historical context of voter suppression tactics are central to the discussions as lawmakers evaluate the necessity and effects of this bill.

US HB11

Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.
