Prohibits the naming of state buildings after a public officer during the period in which that person is a public officer or after a public officer who has been convicted of a felony.
Enacts "Shawn's law"; requires persons driving on a state expressway route, state interstate route, or state thruway route to pull over and seek assistance if their vehicle is unable to exceed thirty-five miles per hour; requires the division of state police to conduct an accident reconstruction and create a report in the case of certain accidents resulting in a fatality.
Provides that the maximum age requirement of 35 years for police officers to take a competitive examination shall not apply to any police officer of any county, city, town or village police force not otherwise provided for in this section if such officer is a part-time police officer in a non-competitive position and is vested in the New York state and local police and fire retirement system.
Requires training for police officers on discharging a firearm at a moving vehicle; requires the municipal police training council to develop and disseminate written policies and procedures regarding such force.
Requires certain large buildings in the city of New York to be retrofitted with sprinkler systems that are compliant with the NY state uniform fire prevention and building code.
Relates to reducing the embodied carbon emissions of buildings and building materials; provides that construction permitted under the state building code shall achieve a 15 percent reduction in embodied carbon emissions by 2030; provides three options for compliance.
