Prohibits the use of aversive conditioning which includes any procedure which causes obvious signs of physical pain, including but not limited to hitting, pinching and electric shock; prohibits the use of any procedure or punishment which denies a vulnerable person reasonable sleep, shelter, bedding, bathroom facilities and any other aspect expected of a humane existence; defines terms.

Prohibits the use of corporal punishment in schools; defines corporal punishment to include prohibiting the use of aversive interventions and time out rooms.
Defines humanitarian emergency response and relief centers as shelters that provide assistance to arriving asylees or that provide shared sleeping and bathroom facilities for more than 96 hours and includes such centers within the definition of homeless project.
Prohibits certain punishments and interventions in schools including corporal punishment, chemical restraints, mechanical restraints and other aversive interventions; authorizes limited use of timeouts and necessary physical restraints; creates a private right of action for violations.
Requires the termination of any police officer or peace officer who uses physical force which is not justifiable or which is not part of procedure regardless of if harm is done any person or if any complaint is filed against such police officer or peace officer.
Prohibits hotels and homeless shelters from displacing vulnerable persons in favor of non-United States citizens or non-lawful permanent residents of the United States; establishes fines for violations of such prohibitions.
Prohibits the discrimination of persons based on their religious attire in recreational water parks, including, but not limited to, beaches, lakes, pools and other water facilities operated on land or water for recreational use.
Prohibits the use of corporal punishment in an educational setting; defines corporal punishment as an act of physical force upon a pupil for the purpose of punishing the pupil.
Prohibits the use of unmanned aerial vehicles to search for, scout, locate, hunt, detect, or otherwise aid in the taking of a wild animal to which the hunting season applies.
