Relates to the housing of transgender or intersex incarcerated individuals; authorizes the sheriff to assign a transgender or intersex incarcerated individual to any facility housing unit which shall ensure the incarcerated individual's health and safety.
Prohibits libraries and library systems, including school libraries and school library systems from banning books or other materials based on partisan or doctrinal disapproval.
Relates to consideration of gender-affirming health care or gender-affirming mental health care in child custody cases for purposes of jurisdiction, forum and enforcement of custody orders.

Requires the governor to meet with the assembly and with the senate once a month for the purpose of answering questions relating to the strategic direction, financial status and general governance of the state.
Requires the regents to promulgate rules to allow and encourage the reading and posting in public schools excerpts of the writings and documents regarding American heritage.
Requires the office of court administration, clerks, and all other records custodians to develop policies and procedures to ensure no identifying information or documentation relating to name change actions or sex designation change actions is visible or retrievable in any electronic database maintained by the state of New York or a subdivision thereof.
Requires a police officer to be present at schools within the city of New York during instructional hours and at least one hour prior and one hour after such instructional hours.
Requires genetic testing results only be received by patients and health care providers providing direct care while health insurance companies only receive a record that the genetic testing was performed; provides insurers cannot require access to genetic testing results and cannot take adverse action against someone for not providing genetic testing results.
Authorizes the city of Lockport to add unpaid housing code violation penalties, costs and fines to such city's annual tax levy; provides the city of Lockport shall notify all owners or known interested parties of record of the placement of the code violations on the city tax levy as uncollected fines and penalties within thirty days of placement.
Authorizes one or more individuals who are under a shared contract to opt-out of such contract without a fee, penalty or charge due to status as a domestic violence victim; prohibits the company from transferring any contractual or billing responsibility of such shared contract to any other account holders on such shared contract; prevents companies from prohibiting a person who has opted-out due to domestic violence status to enter into a new contract.
