Establishes open enrollment schools; provides that nonresidents of a district, if otherwise eligible to enroll into a public school of this state are entitled to enroll into the school or schools of another district or city if the nonresident district's board of education has adopted an open enrollment policy and enrolling the nonresident pupil is consistent with such policy.
Authorizes a member to obtain up to three years of service credit for prior paid police service within the United States with an accredited police agency outside of the state of New York; requires a member to have at least five years of credited service to be eligible to receive such credit.
Provides that charter school applicants shall first apply to the community district education council or the board of education of the school district for approval for renewal of a charter within a certain amount of time and public hearings shall be conducted on such proposed application.
Includes certain persons engaged in a professional or teaching capacity in or for a religious, charitable or educational institution as employees for purposes of eligibility for paid family leave.
Imposes liability on the state for injuries or damage sustained by persons while traveling on state highways, if the same are caused by a defect or dangerous condition that the state had notice of, but did not repair.
Relates to information that residential health care facilities are required to separately disclose to residents and their families; requires such information to be posted on the residential health care facility's website.
Limits the identification of individuals who provide face-to-face care to or direct observation of a patient to their employee identification number, first name and first initial of last name when full name identification may place the personal safety of such individual in jeopardy; requires complainants to only submit their employer's address in cases involving an alleged offense against a hospital worker.

Requires insurers to pay a licensed home care services agency for work provided by a personal care aide or a home health aide with temporary protected status or other visa status; requires the licensed home services agency to have made a good faith effort to establish the employment eligibility of personal care aide or a home health aide consistent with federal regulation and statutes.
Requires property/casualty insurance companies to submit information on multifamily housing premiums and claims paid to the department of financial services.
