Prohibits state agencies and state-owned entities from utilizing large language models or any artificial intelligence systems to make decisions that affect individuals' rights, benefits, or services; requires such decisions to be made by human personnel of the respective state agency or state-owned entity; provides exceptions; provides for enforcement.
Prohibits city agencies in a city having a population of one million or more from contracting with a limited liability company unless such limited liability company discloses the names and addresses of persons having limited liability for the contractual obligations and other liabilities of the company.
Requires eligible agencies that receive state funding for universal prekindergarten located in a city with a population of one million or more to accept administration for children's services child care vouchers if such eligible agency is a licensed or registered child care setting.
Relates to disclosing personal information; limits disclosures of personal information to law enforcement; expands information sharing in response to emergencies; provides for statutory damages for violations and that any information disclosed to a law enforcement agency in violation of the privacy law shall be inadmissible in a criminal or civil court, or administrative proceeding.
