Us Congress Senate Bill SB324

Introduced
1/29/25

Caption

Smarter Weather Forecasting for Water Management, Farming, and Ranching Act of 2025This bill directs the National Oceanic and Atmospheric Administration (NOAA) to establish pilot projects to support improved subseasonal to seasonal precipitation forecasting for water management in the western United States and for agriculture nationwide. (Under current law, subseasonal means the time range between two weeks and three months, and seasonal means the time range between three months and two years.)Specifically, NOAA must establish a pilot project to address challenges to improving forecasting and related product development for water management in the western United States. The project must address, among other items, improvements to operational modeling in mountainous regions and to the forecasting of atmospheric rivers. NOAA must also establish a second pilot project to address challenges to improving forecasting and related product development for U.S. agriculture. The project must address, among other items, improvements to operational modeling of warm-season precipitation and to the prediction of certain spring and summer weather patterns.  Each pilot project must include activities that engage with and leverage the resources of academic institutions and entities within NOAA, and that achieve measurable objectives for operational forecast improvement. NOAA’s authority with respect to these pilot projects expires five years after the bill’s enactment.

Impact

This legislation will amend the Food Security Act of 1985, particularly enhancing Section 1762, which pertains to weather and climate information used in agriculture and water management. By focusing on forecasting enhancements, the bill supports the agricultural sector's ability to better prepare for and respond to weather events that directly affect crop yields and water resources. The proposed funding of $45 million each fiscal year from 2025 to 2029 underscores the bill's potential impact on ensuring sustained agricultural productivity under changing climate conditions.

Summary

SB324, titled the 'Smarter Weather Forecasting for Water Management, Farming, and Ranching Act of 2025', aims to enhance subseasonal and seasonal forecasting capabilities in the United States. The bill mandates the Under Secretary of Commerce for Oceans and Atmosphere to establish at least two pilot projects focused on improving precipitation forecasts. These projects will primarily benefit agriculture and water management in the western U.S., which faces unique climatic and geographical challenges. The bill promotes collaboration between governmental bodies and academic institutions to leverage research and innovation in weather services.

Contention

Notable points of contention around SB324 may revolve around the allocation of funds and the prioritization of pilot projects. Some stakeholders may argue about the efficacy of forecasting improvements versus potential funding cuts in other agricultural support areas. Additionally, discussions regarding the extent of federal involvement in local agricultural management practices may arise, especially in light of varying regional needs and conditions. Ensuring accurate and applicable forecasting is crucial, and stakeholders will likely evaluate how these pilot projects will translate to practical applications in diverse agricultural settings.
