Directs the borough president of each borough in the city of New York to establish a precinct commander appointment board in each police precinct in the city of New York for the purpose of evaluating and selecting the precinct commander for such police precinct.

Provides for the financing of emergency room facilities in two hospitals in each borough by the New York city health and hospitals corporation; requires representation on the board from each borough.
Provides that the police commissioner of any police department in a city having a population of one million or more shall not substantially alter the boundaries of police precincts, once fixed, or close, remove or relocate a police stationhouse unless at least thirty days prior to the date such action shall take effect, written notice of such action has been given to each local community board or board having jurisdiction over that part of the city directly affected by such proposed alteration, closure, removal or relocation.
Directs the board of standards and appeals and the city planning commission in the city of New York to mail a copy of each application for and appeal of a variance to the city council member, borough president and state legislators for the affected land.
