Provides that no police officer shall arrest, restrain, or otherwise subdue a child who is thirteen years of age or less while effecting the arrest of the parent or guardian of such child; provides that all police officers present at the scene of arrest shall have an affirmative duty to keep such child safe, and shall permit the person being arrested to communicate with such child up until such person is removed from the scene.

Relates to a study of the number of children in foster care who have a developmental disability; provides such study shall include, but shall not be limited to, the following: assessing the demographics of the children in foster care with a developmental disability, including, but not limited to, their county of residence, age, race and gender identity, and determining whether the placement of such individuals in foster care was voluntary or court ordered; evaluating the current guidelines and regulations used to oversee the placement and treatment of children with a developmental disability; and analyzing the extent to which such age-appropriate children are prepared for a transition from foster care to an independent living situation.

Provides that regulations shall provide for payments for the financial support of a foster child for one week following the termination of their foster care status and that such payments shall be at the same schedule and rate as when such child was in foster care.
Relates to establishing the COVID-19 children scholarship; provides that children whose parent, primary caretaker or sibling died or was disabled as a result of contracting COVID-19 shall be eligible for such scholarship.

Requires licensed day care facilities to contact a child's parent or guardian if they are absent from day care, with no prior notice given, within thirty minutes after such child is recorded as absent.
Establishes the child psychiatry access project; provides that the office of mental hygiene shall establish regional child psychiatry access projects across the state to provide primary care providers with timely access to child psychiatry consultations in order to assist such primary care providers in meeting the mental health needs of the children and adolescents and their families; establishes a gift for the child psychiatry access project on state personal income tax forms, the proceeds from which shall be deposited into a child psychiatry access fund for the funding of such projects.
Provides that youth leaving court ordered placement (foster care) shall be presumptive eligible for medicaid.
