An Act to protect consumers in the issuance of automobile insurance policies and bonds.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 SECTION 1: Section 113A of Chapter 175 of the General Laws is hereby amended by 
2adding the following paragraph as the first paragraph in the section:- 
3 No motor vehicle liability policy, as defined in Section thirty-four of chapter 90 shall be 
4issued or delivered in the commonwealth unless the content of said policy addressing coverage 
5which is either compulsory in the commonwealth or is optional but must be offered for sale to a 
6policyholder, conforms to a standardized uniform policy text approved by the commissioner. 
7 SECTION 2: Section 113A of Chapter 175 of the General Laws, as appearing in the 2020 
8Official Edition, is hereby amended by striking out in like 1 through 14 and inserting in place 
9thereof the following:-  2 of 2
10 No motor vehicle liability policy as defined in section thirty-four of chapter 90 shall be 
11issued or delivered in the commonwealth, or changed in any coverage, condition or definition in 
12such policy unless it is approved by the commissioner after public notice and hearing in 
13accordance with the procedure established for the promulgation of regulations pursuant to 
14section two of chapter thirty A, and after notice of the proposed change has been given to the 
15financial services committee of the General Court which notice shall be no later than twenty-one 
16days before the public hearing; nor if the commissioner notifies the company in writing that in 
17his opinion the form of said policy does not comply with the laws of the commonwealth, 
18specifying his reasons thereof, provided that he shall notify the company in writing of his 
19approval or disapproval thereof, and provided further, that such action of the commissioner shall 
20be subject to review by the Supreme Judicial Court; nor if it contains any exceptions or 
21exclusions as to specified accidents or injuries or causes thereof; nor unless it contains in 
22substance the following provisions:- 
23 SECTION 3: Section 1 and 2 of this act shall apply to all motor vehicle liability policies 
24issued on or after the effective date of this act.
