29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
30 | 30 | | of the same, as follows: |
---|
31 | 31 | | 1 SECTION 1. Chapter 118E of the General Laws, as appearing in the 2020 Official |
---|
32 | 32 | | 2Edition, is hereby amended by adding the following new section:- |
---|
33 | 33 | | 3 Section 80. The division shall establish a community health center nurse practitioner |
---|
34 | 34 | | 4residency program for the purposes of recruiting and retaining nurse practitioners at community |
---|
35 | 35 | | 5health centers in order to increase access to high-quality community-based primary, preventative |
---|
36 | 36 | | 6and integrated care. |
---|
37 | 37 | | 7 These programs shall: |
---|
38 | 38 | | 8 (i) Provide a 24-month post-graduate residency program, administered by community |
---|
39 | 39 | | 9health centers, defined as community health centers receiving a grant under 42 USC 254b, for |
---|
40 | 40 | | 10certified nurse practitioners who have graduated from an accredited school of nursing within the |
---|
41 | 41 | | 11past three years; 2 of 2 |
---|
42 | 42 | | 12 (ii) Provide nurse practitioners in the program with patient panels under the supervision |
---|
43 | 43 | | 13and mentorship of a physician or other advanced practice registered nurse at a community health |
---|
44 | 44 | | 14center; and |
---|
45 | 45 | | 15 (iii) Require nurse practitioners that participate in the 24-month residency program enter |
---|
46 | 46 | | 16into a contract with the community health center for at least eighteen months of employment. |
---|
47 | 47 | | 17 Nothing in this section shall be interpreted to conflict with, replace, or supersede any |
---|
48 | 48 | | 18licensure requirements or standards for the advanced nursing practice established pursuant to |
---|
49 | 49 | | 19chapters 94C or 112. |
---|
50 | 50 | | 20 SECTION 2. The division shall make expenditures of no less than $2,500,000 annually to |
---|
51 | 51 | | 21this program and shall seek federal Medicaid reimbursement for this program as graduate |
---|
52 | 52 | | 22medical education. |
---|
53 | 53 | | 23 SECTION 3. The division shall promulgate regulations to implement said program, |
---|
54 | 54 | | 24including program details and grant guidelines as necessary, no later than six months after the |
---|
55 | 55 | | 25passage of this act. |
