2828 An Act promoting workforce development and provider retention at community health centers.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. Chapter 118E of the General Laws, as appearing in the 2020 Official
3232 2Edition, is hereby amended by adding the following new section:-
3333 3 Section 80. The division shall establish a community health center nurse practitioner
3434 4residency program for the purposes of recruiting and retaining nurse practitioners at community
3535 5health centers in order to increase access to high-quality community-based primary, preventative
3636 6and integrated care.
3737 7 These programs shall:
3838 8 (i) Provide a 24-month post-graduate residency program, administered by community
3939 9health centers, defined as community health centers receiving a grant under 42 USC 254b, for
4040 10certified nurse practitioners who have graduated from an accredited school of nursing within the
4141 11past three years; 2 of 2
4242 12 (ii) Provide nurse practitioners in the program with patient panels under the supervision
4343 13and mentorship of a physician or other advanced practice registered nurse at a community health
4444 14center; and
4545 15 (iii) Require nurse practitioners that participate in the 24-month residency program enter
4646 16into a contract with the community health center for at least eighteen months of employment.
4747 17 Nothing in this section shall be interpreted to conflict with, replace, or supersede any
4848 18licensure requirements or standards for the advanced nursing practice established pursuant to
4949 19chapters 94C or 112.
5050 20 SECTION 2. The division shall make expenditures of no less than $2,500,000 annually to
5151 21this program and shall seek federal Medicaid reimbursement for this program as graduate
5252 22medical education.
5353 23 SECTION 3. The division shall promulgate regulations to implement said program,
5454 24including program details and grant guidelines as necessary, no later than six months after the
5555 25passage of this act.
