An Act to remove HCA real estate barriers to equitable participation in the cannabis industry.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Subsection (a½) of section 4 of chapter 94G, as amended by Chapter 180 of the Acts of 
22022so appearing, is hereby amended by striking out clauses (xxxi) and inserting in place thereof 
3the following clauses:-
4 (xxxi) establish procedures and policies for municipalities to promote and encourage full 
5participation in the regulated marijuana industry during negotiations of host community 
6agreements with social equity program businesses and economic empowerment priority 
7applicants, including policies and procedures that enable such businesses to obtain host 
8community agreements without requiring a signed lease or real estate letter of intent; and
