2828 An Act relative to establishing institutional public private partnerships.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. There shall be a special task force to review and report on the economic and
3232 2educational impact of establishing public private partnerships between state educational
3333 3institutions and private corporations. The task force shall consist of 15 members: the house and
3434 4senate chairs of the joint committees on economic development and emerging technologies and
3535 5higher education, or their designees, who shall serve as the co-chairs of the task force; a member
3636 6of the general court appointed by the senate minority leader; a member of the general court
3737 7appointed by the house minority leader; the executive director of the Massachusetts Workforce
3838 8Development Board, or a designee; the executive of the Massachusetts Life Sciences Center, or a
3939 9designee; the executive director of the Massachusetts Technology Collaborative, or a designee;
4040 10and 5 persons to be appointed by the secretary of labor and workforce development, 1 of whom
4141 11shall be an employee of the commonwealth in the office of the secretary of labor and workforce 2 of 2
4242 12development, 1 of whom shall be a member of the Massachusetts Biotechnology Council, 2 of
4343 13whom shall be selected from a list of 5 persons nominated by the Massachusetts Business
4444 14Roundtable, and 2 of whom shall be selected from a list of 5 persons nominated by the
4545 15chancellor of the university of Massachusetts.
4646 16 This task force shall: (i) identify and review the state laws, regulations, and
4747 17administrative directives pertaining to public private partnerships; (ii) identify the key labor
4848 18sectors that would best benefit from grants and fellowships within the commonwealth; (iii)
4949 19require the department of labor and workforce development to submit reports to the legislature it
5050 20obtains from industries relating to their employment trends and future needs; and (iv) develop
5151 21recommendations to establish legislative procedures to provide funding and regulate public
5252 22private partnerships to eligible institutions and corporations.
5353 23 The task force shall submit a report, including any draft legislation and regulations, to the
5454 24clerks of the house of representatives and the senate within 12 months of the passage of this act.
