2828 An Act relative to higher education financial literacy counseling.
2929 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3030 of the same, as follows:
3131 1 SECTION 1. Chapter 15A of the General Laws, as appearing in the 2020 Official
3232 2Edition, is hereby amended by adding at the end thereof the following new section:-
3333 3 Section 46. The board of higher education shall have the authority to mandate that each
3434 4public higher education institution provide financial literacy counseling to accepted applicants of
3535 5the institution relative to student loans and other expenses to students upon arriving on campus.
3636 6The Board is further authorized to provide a College Financing Plan developed by the federal
3737 7Consumer Financial Protection Bureau and the United States Department of Education to said
3838 8accepted applicants of the institution. College Financing Plan shall include the estimated cost of
3939 9attendance including tuition and fees, housing and meals, books and supplies, transportation and
4040 10other education costs as well as grants and scholarships and work-study and loan options. The 2 of 2
4141 11public institution of higher education may provide an electronic version of the College Financing
4242 12Plan in a printable format. The board of higher education may promulgate regulations to carry
4343 13out the purposes of this section.
