28	28	An Act to ensure funding for the Workforce Competitiveness Trust Fund.
29	29	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
30	30	of the same, as follows:
31	31	1 SECTION 1. Section 14L of chapter 151A of the General Laws, as appearing in the 2020
32	32	2Official Edition, is hereby amended by striking out, in lines 6 to 11, and inserting in place thereof
33	33	3the following sentence:-
34	34	4 To the extent consistent with federal law, the commissioner shall adjust the rate of said
35	35	5contribution so that the total amount of said contributions in a year substantially equals
36	36	6$22,000,000, and shall adjust to the same extent the rate of the contribution required by section
37	37	714. 2 of 2
38	38	8 SECTION 2. Said section 14L of said chapter 151A, as so appearing, is hereby further
39	39	9amended by inserting after the word “proceeds”, in line 11, the following words:- up to the
40	40	10amount of $22,000,000.
41	41	11 SECTION 3. Said section 14L of said chapter 151A, as so appearing, is hereby further
42	42	12amended by inserting after subsection (b) the following subsections:-
43	43	13 (c) All proceeds collected, pursuant to subsection (a), in excess of $22,000,000 shall be
44	44	14deposited in the Workforce Competitiveness Trust Fund, established by section 2WWW of
45	45	15chapter 29.
46	46	16 (d) Not later than March 1 of each year, the commissioner shall file a report in writing
47	47	17with the joint committee on labor and workforce development and the house and senate
48	48	18committees on ways and means concerning the collection of the workforce training
49	49	19contributions, pursuant to subsection (a), during the calendar year ending on the preceding
50	50	20December 31, which shall include, but not be limited to: (1) the amount collected in each quarter
51	51	21and the total amount collected for the year; (2) the total number of employers that contributed to
52	52	22the fund, and the total number of employees employed by this group of employers; and (3) the
53	53	23contribution rate, to the extent it differs from 0.056 per cent.
