3232 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3333 of the same, as follows:
3434 1 Notwithstanding any general or special law to the contrary, the department of
3535 2environmental protection shall not approve or issue a license for a third burner at the WIN Waste
3636 3Innovations facility in the town of Saugus or any other solid waste disposal process that would
3737 4result in additional air emissions or ash disposal at the Saugus incinerator and adjacent ash
3838 5landfill on Route 107.
