31	31	An Act establishing a special commission to study the use, disposal, and potential re-use of
32	32	durable medical equipment in hospitals and care facilities under the jurisdiction of the
33	33	Commonwealth.
34	34	Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
35	35	of the same, as follows:
36	36	1 There is hereby established a special legislative commission to study the use, disposal
37	37	2and potential re-use of durable medical equipment in hospitals and health care facilities under the
38	38	3jurisdiction of the commonwealth.
39	39	4 The commission shall consist of 13 members: 2 of whom shall be the house and senate
40	40	5chairs of the joint committee on health care financing, who shall serve as co-chairs of the
41	41	6commission; 2 of whom shall be the house and senate chairs of the joint committee on public
42	42	7health; the secretary of elder affairs or a designee; the secretary of health and human services or
43	43	8a designee; the director of MassHealth or a designee; and 6 members to be appointed by the 2 of 2
44	44	9governor, 1 of whom shall be a member of the board of allied health professionals, 1 of whom
45	45	10shall be a representative of the Massachusetts Nurses Association, 1 of whom shall be a
46	46	11representative of the Massachusetts Medical Society, 1 of whom shall be a representative of the
47	47	12Massachusetts Health and Hospital Association, Inc., 1 of whom shall be a representative of The
48	48	13Massachusetts League of Community Health Centers, Inc., and 1 of whom shall be a
49	49	14representative of the Conference of Boston Teaching Hospitals, Inc..
50	50	15 All appointments shall be made no later than 14 days following the effective date of this
51	51	16act. The co-chairs shall convene the first meeting of the special commission within 21 days of all
52	52	17appointments being made.
53	53	18 The special commission shall meet a minimum of 4 times. The special commission shall
54	54	19submit its findings, along with recommendations for legislation, to the governor and the clerks of
55	55	20the house of representatives and the senate no later than 180 days after the effective date of this
56	56	21act.
