| 29 | 29 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
|---|
| 30 | 30 | | of the same, as follows: |
|---|
| 31 | 31 | | 1 SECTION 1. Notwithstanding any general or special law to the contrary, there shall be a |
|---|
| 32 | 32 | | 2commission to study and provide recommendations on ways to incentivize organ donation. |
|---|
| 33 | 33 | | 3 SECTION 2. The commission shall consist of the house and senate chairs of the joint |
|---|
| 34 | 34 | | 4committee on health care financing, who shall serve as the co-chairs; one member to be |
|---|
| 35 | 35 | | 5appointed by the speaker of the house of representatives; one member to be appointed by the |
|---|
| 36 | 36 | | 6president of the senate; one member to be appointed by the house minority leader; one member |
|---|
| 37 | 37 | | 7to be appointed by the senate minority leader; the director of the health policy commission or a |
|---|
| 38 | 38 | | 8designee; the commissioner of the department of public health or a designee; and the executive |
|---|
| 39 | 39 | | 9director of the center for health information and analysis or a designee. 2 of 2 |

| 40 | 40 | | 10 SECTION 3. The commission shall study and make recommendations on ways to |

| 41 | 41 | | 11increase voluntary organ donation, including but not limited to examining the implementation of |
|---|
| 42 | 42 | | 12an organ donation program with direct or indirect monetary incentives in the commonwealth. |
|---|
| 43 | 43 | | 13The commission shall assess various organ donation incentives currently in place in other states. |
|---|
| 44 | 44 | | 14 SECTION 4. The commission shall submit its report and findings, along with any |
|---|
| 45 | 45 | | 15recommendations and drafted legislation, to the house and senate committees on ways and |
|---|
| 46 | 46 | | 16means, the joint committee on health care financing, and the clerks of the house of |
|---|
| 47 | 47 | | 17representatives and senate within 12 months of the passage of this act. |
