32 | 32 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
33 | 33 | | of the same, as follows: |

34 | 34 | | 1 SECTION 1. Section 17 of chapter 22C of the Massachusetts General Laws is hereby |
---|
35 | 35 | | 2amended by inserting after the first sentence, inclusive, the following:- |
---|
36 | 36 | | 3 This statement shall include an itemized list of projected expenses, including but not |
---|
37 | 37 | | 4limited to: labor costs, pension and employee benefit costs, equipment costs, weapons purchases, |
---|
38 | 38 | | 5fuel purchases, vehicle purchases, and all other expenditures that arise from being included under |
---|
39 | 39 | | 6“Department of State Police and Related Programs” Direct Appropriations 8100-1001, as well as |
---|
40 | 40 | | 7any budget item where the requested expense is greater than $50,000 in a given fiscal year. 2 of 2 |

41 | 41 | | 8 SECTION 2. Section 18 of said chapter 22C is hereby amended by striking the first |
---|
42 | 42 | | 9paragraph, inclusive, and inserting in place thereof the following :- |
---|
43 | 43 | | 10 The colonel may, in the event of any public emergency, or of any unusual demand for the |
---|
44 | 44 | | 11services of members of the state police serving in any bureau of the department, or whenever he |
---|
45 | 45 | | 12deems it in the public interest, require such members to work additional hours of duty and |
---|
46 | 46 | | 13prevent such members from taking time off when entitled thereto, or at the time assigned |
---|
47 | 47 | | 14therefor; provided, however, that such members shall be compensated for any additional work in |
---|
48 | 48 | | 15accordance with the provision of section thirty C of chapter one hundred and forty-nine. All |
---|
49 | 49 | | 16allocations of overtime shall be subject to review by the Office of the Inspector General for |
---|
50 | 50 | | 17supervision. The colonel shall furnish copies of all employee overtime reports to the Office of |
---|
51 | 51 | | 18the Inspector General annually, not after January 31st for the previous year’s reports, beginning |
---|
52 | 52 | | 19January 31, 2026. Additionally, any employee of the Department of State Police who is found by |
---|
53 | 53 | | 20a supervisor or other employee, by a preponderance of the evidence, to have falsified, |
---|
54 | 54 | | 21fraudulently submitted, or otherwise purposely misrepresented information on any documents |
---|
55 | 55 | | 22pertaining to overtime payment for hours worked shall be suspended from the Department of |
---|
56 | 56 | | 23State Police until an investigation is conducted by the Office of the Inspector General. If the |
---|
57 | 57 | | 24employee is found to have falsified any overtime documentation, they shall be terminated from |
---|
58 | 58 | | 25the Department of State Police, effective immediately and suffer a loss of pension. Any |
---|
59 | 59 | | 26employee of the Department of State Police, having previously been found by said Department |
---|
60 | 60 | | 27to have falsified overtime payment reports, shall be immediately terminated, barred from future |
---|
61 | 61 | | 28employment with the Department of State Police, and suffer a loss of pension. |
