30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |

32 | 32 | | 1 Chapter 140 of the General Laws, as appearing in the 2020 Official Edition, is hereby |
---|
33 | 33 | | 2amended by inserting after section 6B the following section:- |
---|
34 | 34 | | 3 Section 6C. (a) For the purposes of this section, “qualified accommodation” shall mean a |
---|
35 | 35 | | 4hotel, motel, lodging house or bed and breakfast establishment, as defined in section 1 of chapter |
---|
36 | 36 | | 564G, except for accommodations exempt from the room occupancy excise pursuant to section 2 |
---|
37 | 37 | | 6of said chapter 64G. |
---|
38 | 38 | | 7 (b) Every licensed innholder operating a qualified accommodation shall establish a |
---|
39 | 39 | | 8human trafficking recognition training program, and shall require every employee of such |
---|
40 | 40 | | 9accommodation to participate in the training program. The training program shall be approved by 2 of 3 |
---|
41 | 41 | | 10the attorney general, and may be provided by organizations or providers approved by the |
---|
42 | 42 | | 11attorney general pursuant to subsection (d). The training program may be developed by a federal, |
---|
43 | 43 | | 12state or nonprofit organization, and may be incorporated as part of the innholder’s existing |
---|
44 | 44 | | 13training programs. Human trafficking recognition training programs required pursuant to this |
---|
45 | 45 | | 14section shall include, but shall not be limited to training relative to: |
---|
46 | 46 | | 15 (i) the nature of human trafficking; |
---|
47 | 47 | | 16 (ii) how human trafficking is defined pursuant to section 50 and 51 of chapter 265; |
---|
48 | 48 | | 17 (iii) how to identify victims of human trafficking, as defined in section 20M of chapter |
---|
49 | 49 | | 18233; |
---|
50 | 50 | | 19 (iv) relief and recovery options for survivors; and |
---|
51 | 51 | | 20 (v) social and legal services available to victims. |
---|
52 | 52 | | 21 (c) Every licensed innholder operating a qualified accommodation shall post in plain |
---|
53 | 53 | | 22view, in the lobby and in any public restroom of such qualified accommodation, a written notice |
---|
54 | 54 | | 23developed by the attorney general, which shall include the national human trafficking hotline |
---|
55 | 55 | | 24telephone number and the number for the human trafficking hotline established by the attorney |
---|
56 | 56 | | 25general pursuant to subsection (d). |
---|
57 | 57 | | 26 (d) The attorney general shall: (i) make available a list of approved human trafficking |
---|
58 | 58 | | 27recognition training programs for use by a licensed innholder operating a qualified |
---|
59 | 59 | | 28accommodation pursuant to this section; (ii) develop a standard written notice to be posted in |
---|
60 | 60 | | 29every qualified accommodation pursuant to subsection (c); and (iii) establish a toll-free hotline |
---|
61 | 61 | | 30for reporting human trafficking. 3 of 3 |

62 | 62 | | 31 (e) The attorney general shall promulgate regulations necessary to implement this section. |
