3333 Resolve establishing a study of public safety & security facilities.
3434 1 Resolved, notwithstanding any general or special law to the contrary, the division of
3535 2capital asset management and maintenance, hereinafter “DCAMM”, shall, in consultation with
3636 3the executive office of public safety and security, conduct a study of public safety and security
3737 4facilities located in: municipalities with capital spending authorizations; in gateway
3838 5municipalities, as defined in section 3A of chapter 23A; and municipalities experiencing a
3939 6difficulty to pay for capital improvements to their public safety and security facilities; provided
4040 7further, public safety and security facilities shall also include municipally owned facilities and
4141 8state owned facilities, as provided in chapter 61 of the acts of 2009.
4242 9 DCAMM shall study issues and make recommendations relating to the ability of
4343 10municipalities to pay for costs associated with, but not limited to, repairs, construction, 2 of 2
4444 11renovations, improvements, remediation, rehabilitation, modernization and demolition of public
4545 12safety and security facilities. The study shall further identify public safety and security facilities
4646 13in municipalities that are in immediate need of fiscal support and capital improvements.
4747 14 DCAMM shall file a report of their findings and recommendations with the clerks of the
4848 15house of representatives and the senate, the chairs of the house and senate committees on ways
4949 16and means, the house and senate chairs of public safety and homeland security and the house and
5050 17senate chairs of the gateway cities legislative caucus, not later than March 31, 2024.
