27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|

29 | 29 | | 1 SECTION 1. Chapter 23J of the General Law, as appearing in the 2022 official edition, is |
---|
30 | 30 | | 2hereby amended by adding the following sections: |
---|
31 | 31 | | 3 “Section 15. (a) The board shall govern and oversee Mass Save, the commonwealth’s |
---|
32 | 32 | | 4residential conservation service program. Mass Save shall exist as an entity within the center. |
---|
33 | 33 | | 5 (b) (1) The board shall select a qualified individual to act as executive director of Mass |
---|
34 | 34 | | 6Save by majority vote and shall establish their salary. The board shall work with the executive |
---|
35 | 35 | | 7director to oversee and coordinate Mass Save and its programming. The executive director shall |
---|
36 | 36 | | 8serve for a term of 3 years. |
---|
37 | 37 | | 9 (2) The executive director shall attend meetings of the board and may, subject to the |
---|
38 | 38 | | 10approval of the board, employ other employees or clerical staff. The executive director shall |
---|
39 | 39 | | 11present to the board for its approval annual budgets, staffing plans, operating plans and |
---|

41 | 41 | | 13 (3) The executive director shall coordinate directly with the energy efficiency advisory |
---|
42 | 42 | | 14council, the department of public utilities, and program administrators in their official duties to |
---|
43 | 43 | | 15oversee Mass Save. The executive director shall ensure Mass Save offers programs that improve |
---|
44 | 44 | | 16energy efficiency, promote building decarbonization, reduce greenhouse gas emissions pursuant |
---|
45 | 45 | | 17to chapter 21N of the General Laws, as appearing in the 2022 official edition, and reduce |
---|
46 | 46 | | 18ratepayer costs when possible. |

47 | 47 | | 19 (4) The executive director shall oversee and coordinate the creation of a single |
---|
48 | 48 | | 20application portal for all decarbonization and energy efficiency programs for businesses, |
---|
49 | 49 | | 21residents, and building owners to streamline the Mass Save process. |

50 | 50 | | 22 (c) The executive director shall submit an annual report by December 31 each year to the |
---|
51 | 51 | | 23Secretary of Energy and Environmental Affairs and the chairs of the joint committee on |
---|
52 | 52 | | 24telecommunications, utilities and energy of the senate and house of representatives and the |
---|
53 | 53 | | 25senate and house committees on ways and means. The report shall include an overview of Mass |
---|
54 | 54 | | 26Save’s role in achieving the greenhouse gas emissions limits pursuant to said chapter 21N.” |
