2626 An Act establishing off-peak charging rebates.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Within three months after the effective date of this act, the Department of Public Utilities
3030 2will open a proceeding to direct distribution companies to propose rate rebates for off-peak
3131 3electric vehicle charging relative to on-peak charging that incorporate values for avoided energy
3232 4and capacity costs, avoided transmission costs, avoided distribution costs, improved grid
3333 5reliability, capacity benefits in the form demand induced price reduction effects (DRIPE),
3434 6avoided greenhouse gas emissions, and public health benefits. Within six months of the opening
3535 7of such a proceeding, the Department of Public Utilities shall direct the distribution companies to
3636 8implement such rebates. Such discounts should be coordinated to minimize unnecessary
3737 9differences between distribution companies.
