2626 An Act relative to cannabis research funding.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Chapter 10 of the General Laws is hereby amended by inserting after section 35SSS the
3030 2following section:-
3131 3 Section 35TTT. (a) There shall be a Massachusetts Medical Marijuana Research Fund to
3232 4research the applications of medical marijuana in commonwealth as it relates to treatment for
3333 5conditions including cancer, amyotrophic lateral sclerosis, Parkinson’s disease, Alzheimer’s
3434 6disease, HIV/AIDS, epilepsy, seizures, glaucoma and multiple sclerosis, and any other medical
3535 7conditions identified by the research director of the cannabis control commission. Expenditures
3636 8from the fund shall be made by the cannabis control commission, without further appropriation
3737 9and consistent with the terms of settlements made in connection with claims arising from the
3838 10manufacture, marketing, distribution or dispensing of opioids, as applicable. The research
3939 11director at the cannabis control commission shall administer the fund, in consultation with the
4040 12commissioners of the cannabis control commission. 2 of 2
4141 13 (b) There shall be credited to the fund: (i) $10,000,000 from the Opioid Recovery and
4242 14Remediation Fund, established in section 35OOO of chapter 10; (ii) transfers from other funds
4343 15authorized by the general court and so designated; (iii) funds from public or private sources,
4444 16including, but not limited to, gifts, grants, donations, rebates and settlements received by the
4545 17commonwealth designated to the fund; and (iv) any interest earned on such amounts. Amounts
4646 18credited to the fund shall not be subject to further appropriation and monies remaining in the
4747 19fund at the end of a fiscal year shall not revert to the General Fund.
4848 20 (c) Biannually, not later than December 31, the research director of the cannabis control
4949 21commission shall submit a report with the clerks of the house of representatives and the senate.
