2626 An Act providing safe, reliable, and equitable access to electric vehicle charging stations.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 Section 16 of chapter 25A of the General Laws, as amended by sections 38 and 39 of
3030 2chapter 179 of the acts of 2022, is hereby further amended by adding the following subsection:-
3131 3 (g) Notwithstanding any general or special law to the contrary, the department shall
3232 4establish safety standards and regulations for electric vehicle charging stations and public electric
3333 5vehicle charging stations that shall include, but not be limited to:
3434 6 (i) accessibility and availability to the public in urban, suburban and rural areas;
3535 7 (ii) security involving charging stations including: lighting, siting, visibility from
3636 8onlookers, emergency call boxes, fire prevention and video surveillance;
3737 9 (iii) locating charging stations within open areas and accessible to emergency assistance;
3838 10 (iv) that electric vehicle charging stations are accurately marked; 2 of 2
3939 11 (v) all electric vehicle charging stations are in a state of good repair;
4040 12 (vi) requiring qualifications for technicians who install and maintain charging stations;
4141 13 (vii) certification procedures for charging equipment;
4242 14 (viii) the number of charging ports, types of charging connectors and the supporting
4343 15power levels of charging stations;
4444 16 (ix) payment methods at charging stations; and
4545 17 (x) the privacy of customer data and preventing the tampering and illegal surveillance of
4646 18payment devices.
4747 19 The department shall take into consideration the initial assessment by the
4848 20intergovernmental coordinating council established in subsection (d) of section 81 of chapter 179
4949 21of the acts of 2022 when establishing safety standards and regulations for electric vehicle
5050 22charging stations.
