28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
29 | 29 | | of the same, as follows: |
---|
30 | 30 | | 1 Section l. Notwithstanding any general or special law to the contrary, there shall be a |
---|
31 | 31 | | 2treasurer-collector for the Town of Monson who shall have all the powers, perform all duties and |
---|
32 | 32 | | 3be subject to the liabilities and penalties now or hereafter conferred and imposed by law on town |
---|
33 | 33 | | 4treasurers and collectors of taxes. The treasurer-collector shall be appointed and may be removed |
---|
34 | 34 | | 5by the select board of the Town. The select board may establish an employment contract with the |
---|
35 | 35 | | 6treasurer-collector for salary, fringe benefits and other conditions of employment, including, but |
---|
36 | 36 | | 7not limited to, severance pay, reimbursement for expenses incurred in the performance of the |
---|
37 | 37 | | 8duties of office, liability insurance, conditions of discipline, termination, dismissal, |
---|
38 | 38 | | 9reappointment, performance standards and leave. |
---|
39 | 39 | | 10 Section 2. Upon the effective date of this act, the appointed offices of treasurer and |
---|
40 | 40 | | 11collector for the Town of Monson shall be abolished and the term of the incumbent of such |
---|
41 | 41 | | 12offices terminated; provided, however, notwithstanding Section 1, the incumbent appointed town 2 of 2 |
---|
42 | 42 | | 13treasurer shall be the first appointee of the new combined position of treasurer-collector and shall |
---|
43 | 43 | | 14hold the office and perform the duties thereof until the expiration of the term for which the town |
---|
44 | 44 | | 15treasurer was appointed, unless the incumbent sooner vacates that office. Thereafter, |
---|
45 | 45 | | 16appointments to the position of treasurer-collector shall be made pursuant to section l. |
---|
46 | 46 | | 17 Section 3. No contracts or liabilities in force on the effective date of this act shall be |
---|
47 | 47 | | 18affected by the abolition of the appointed offices of treasurer and collector for the Town of |
---|
48 | 48 | | 19Monson or the establishment of the office of treasurer-collector pursuant to Section l, and the |
---|
49 | 49 | | 20appointed treasurer-collector shall, in all respects, be the lawful successor of the offices so |
---|
50 | 50 | | 21abolished. All records, property and equipment of the offices of the appointed treasurer and |
---|
51 | 51 | | 22collector shall be assigned to the office of the appointed treasurer-collector. |

52 | 52 | | 23 Section 4. This act shall take effect upon its passage. |
