2727 An Act relative to the town of Monson treasurer-collector position.
2828 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2929 of the same, as follows:
3030 1 Section l. Notwithstanding any general or special law to the contrary, there shall be a
3131 2treasurer-collector for the Town of Monson who shall have all the powers, perform all duties and
3232 3be subject to the liabilities and penalties now or hereafter conferred and imposed by law on town
3333 4treasurers and collectors of taxes. The treasurer-collector shall be appointed and may be removed
3434 5by the select board of the Town. The select board may establish an employment contract with the
3535 6treasurer-collector for salary, fringe benefits and other conditions of employment, including, but
3636 7not limited to, severance pay, reimbursement for expenses incurred in the performance of the
3737 8duties of office, liability insurance, conditions of discipline, termination, dismissal,
3838 9reappointment, performance standards and leave.
3939 10 Section 2. Upon the effective date of this act, the appointed offices of treasurer and
4040 11collector for the Town of Monson shall be abolished and the term of the incumbent of such
4141 12offices terminated; provided, however, notwithstanding Section 1, the incumbent appointed town 2 of 2
4242 13treasurer shall be the first appointee of the new combined position of treasurer-collector and shall
4343 14hold the office and perform the duties thereof until the expiration of the term for which the town
4444 15treasurer was appointed, unless the incumbent sooner vacates that office. Thereafter,
4545 16appointments to the position of treasurer-collector shall be made pursuant to section l.
4646 17 Section 3. No contracts or liabilities in force on the effective date of this act shall be
4747 18affected by the abolition of the appointed offices of treasurer and collector for the Town of
4848 19Monson or the establishment of the office of treasurer-collector pursuant to Section l, and the
4949 20appointed treasurer-collector shall, in all respects, be the lawful successor of the offices so
5050 21abolished. All records, property and equipment of the offices of the appointed treasurer and
5151 22collector shall be assigned to the office of the appointed treasurer-collector.
5252 23 Section 4. This act shall take effect upon its passage.
