1313 To the Honorable Senate and House of Representatives,
1414 I am submitting for your consideration the attached legislation recommending terms for
1515 certain bonds authorized in sections 77 to 79, inclusive, of Chapter 2 of the Acts of 2023, entitled
1616 “An Act Making Appropriations for the Fiscal Year 2023 to Provide for Supplementing Certain
1717 Existing Appropriations and for Certain Other Activities and Projects.”
1818 Pursuant to Section 3 of Article LXII of the Amendments to the Constitution of the
1919 Commonwealth of Massachusetts, I recommend that the bonds that the State Treasurer is
2020 authorized to issue pursuant to sections 77, 78, and 79 of Chapter 2 of the Acts of 2023 be issued
2121 for terms not to exceed thirty years from the date of issuance thereof; provided, however, that all
2222 such bonds shall be payable not later than June 30, 2058.
2323 I appreciate the Legislature’s prompt attention to enact this necessary piece of legislation
2424 and allow important capital projects in the Commonwealth to proceed.

3434 An Act providing for the terms of certain bonds to be issued by the Commonwealth.
3535 Whereas, The deferred operation of this act would tend to defeat its purpose, which is to
3636 provide for the terms of certain bonds to be issued by the Commonwealth, therefore it is hereby
3737 declared to be an emergency law, necessary for the immediate preservation of the public
3838 convenience.
3939 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
4040 of the same, as follows:
4141 1 SECTION 1. Notwithstanding any general or special law to the contrary, the bonds that
4242 2the state treasurer may issue pursuant to section 77 of chapter 2 of the acts of 2023 shall be
4343 3issued for a term not to exceed 30 years. All such bonds shall be payable not later than June 30,
4444 42058, as recommended by the governor in a message to the general court dated April 5, 2023
4545 5under section 3 of Article LXII of the Amendments to the Constitution.
