28 | 28 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
29 | 29 | | of the same, as follows: |
---|
30 | 30 | | 1 SECTION 1. (a) There shall be established a special commission on preparing the built |
---|
31 | 31 | | 2environment for the next economy, including an inventory of infrastructure, buildings, and land |
---|
32 | 32 | | 3use regulations. The goal of this special commission is to link government, utilities, business, |
---|
33 | 33 | | 4and educational postgraduate institutions in the commonwealth to create a realistic plan to |
---|
34 | 34 | | 5strengthen the economy, provide housing, and opportunities for emerging technologies while |
---|
35 | 35 | | 6protecting our environment and open space. |
---|
36 | 36 | | 7 (b) The Massachusetts: NEXT special commission shall consist of the Secretaries of the |
---|
37 | 37 | | 8Executive Office of Housing and the Executive Office of Economic Development or their |
---|
38 | 38 | | 9designees; one member from each regional planning commission; one member from the |
---|
39 | 39 | | 10Massachusetts Municipal Association; one member from each regional water authority; one |
---|
40 | 40 | | 11member appointed by the Speaker of the Massachusetts House; and one member appointed by |
---|
41 | 41 | | 12the Massachusetts Senate President. The special commission shall also include a minimum of 2 of 2 |
---|
42 | 42 | | 13four (4) institutional partners, including University of Massachusetts, and additional universities |
---|
43 | 43 | | 14selected by the Speaker and Senate President. The special commission shall meet at least |
---|
44 | 44 | | 15monthly. The special commission shall be staffed by a director appointed by the Secretaries. |
---|
45 | 45 | | 16 (c) The special commission shall collect data regarding the availability of water, |
---|
46 | 46 | | 17wastewater, electricity, transportation access, and proximity to food and medical resources, local |
---|
47 | 47 | | 18land use regulations, the existing built environment, and local limitations to diversity in the |
---|
48 | 48 | | 19economy. |
---|
49 | 49 | | 20 (d) The special commission shall hold at least one public hearing and may hold additional |
---|
50 | 50 | | 21hearings as necessary at which members of the public shall have an opportunity to speak. |
---|
51 | 51 | | 22 (d) Not later than June 30, 2024, the special commission shall file a report on its findings, |
---|
52 | 52 | | 23including recommendations to implement said findings, with the clerks of the House and Senate, |
---|
53 | 53 | | 24the Secretaries of Housing and Economic Development, and the House and Senate committees |
---|
54 | 54 | | 25on Ways and Means. The report shall include an inventory of current land use and natural |
---|
55 | 55 | | 26resources; housing and business needs, infrastructure, land use regulations, and |
---|
56 | 56 | | 27recommendations to balance preservation and growth opportunities for housing, economic |
---|
57 | 57 | | 28development and associated infrastructure. |
