2626 An Act providing for the appointment of a treasurer-collector in the town of Kingston.
2727 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
2828 of the same, as follows:
2929 1 SECTION 1. Notwithstanding any general or special law to the contrary, there shall be an
3030 2office of Treasurer-Collector in the Town of Kingston. The Treasurer-Collector shall have all the
3131 3powers, perform the duties and be subject to the liabilities and penalties now or hereafter
3232 4conferred and imposed by law on Town Treasurers and Town Collectors of Taxes. The
3333 5Treasurer-Collector shall be appointed by the Town Administrator of the Town for a term not to
3434 6exceed 3 years and may be removed by the Town Administrator of the Town. The Town
3535 7Administrator may establish an employment contract with the Treasurer-Collector for salary,
3636 8fringe benefits and other conditions of employment, including, but not limited to, severance pay,
3737 9reimbursement for expense incurred in the performance of the duties of the office, liability
3838 10insurance, conditions of discipline, termination dismissal, reappointment, performance standards
3939 11and leave. A vacancy in the office of Treasurer-Collector shall be filled in a like manner for the
4040 12unexpired term. 2 of 2
4141 13 SECTION 2. Upon the effective date of this act, the elected office of Treasurer and the
4242 14elected office of Collector for the Town of Kingston shall be abolished and the term of the
4343 15incumbents of such offices terminated. Notwithstanding the foregoing, the elected incumbents
4444 16holding the office of Treasurer and the office of Collector on the effective date of this act shall
4545 17continue to hold such office and perform the duties of those offices until the expiration of their
4646 18respective terms, unless the incumbent sooner vacates such office. Upon the expiration of the
4747 19Collector's term, the Town Administrator shall appoint a Collector who shall serve in that
4848 20capacity until the expiration of the Treasurer's term or there is a vacancy in the Treasurer's
4949 21position, at which time the Town Administrator shall appoint the Treasurer-Collector.
5050 22 SECTION 3. This act shall take effect upon its passage.
