27 | 27 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
28 | 28 | | of the same, as follows: |
---|
29 | 29 | | 1 SECTION 1. Notwithstanding any general or special law to the contrary, there shall be an |
---|
30 | 30 | | 2office of Treasurer-Collector in the Town of Kingston. The Treasurer-Collector shall have all the |
---|
31 | 31 | | 3powers, perform the duties and be subject to the liabilities and penalties now or hereafter |
---|
32 | 32 | | 4conferred and imposed by law on Town Treasurers and Town Collectors of Taxes. The |
---|
33 | 33 | | 5Treasurer-Collector shall be appointed by the Town Administrator of the Town for a term not to |
---|
34 | 34 | | 6exceed 3 years and may be removed by the Town Administrator of the Town. The Town |
---|
35 | 35 | | 7Administrator may establish an employment contract with the Treasurer-Collector for salary, |
---|
36 | 36 | | 8fringe benefits and other conditions of employment, including, but not limited to, severance pay, |
---|
37 | 37 | | 9reimbursement for expense incurred in the performance of the duties of the office, liability |
---|
38 | 38 | | 10insurance, conditions of discipline, termination dismissal, reappointment, performance standards |
---|
39 | 39 | | 11and leave. A vacancy in the office of Treasurer-Collector shall be filled in a like manner for the |
---|
40 | 40 | | 12unexpired term. 2 of 2 |

41 | 41 | | 13 SECTION 2. Upon the effective date of this act, the elected office of Treasurer and the |
---|
42 | 42 | | 14elected office of Collector for the Town of Kingston shall be abolished and the term of the |
---|
43 | 43 | | 15incumbents of such offices terminated. Notwithstanding the foregoing, the elected incumbents |
---|
44 | 44 | | 16holding the office of Treasurer and the office of Collector on the effective date of this act shall |
---|
45 | 45 | | 17continue to hold such office and perform the duties of those offices until the expiration of their |
---|
46 | 46 | | 18respective terms, unless the incumbent sooner vacates such office. Upon the expiration of the |
---|
47 | 47 | | 19Collector's term, the Town Administrator shall appoint a Collector who shall serve in that |
---|
48 | 48 | | 20capacity until the expiration of the Treasurer's term or there is a vacancy in the Treasurer's |
---|
49 | 49 | | 21position, at which time the Town Administrator shall appoint the Treasurer-Collector. |

50 | 50 | | 22 SECTION 3. This act shall take effect upon its passage. |
