30 | 30 | | Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority |
---|
31 | 31 | | of the same, as follows: |

32 | 32 | | 1 SECTION 1. For the purposes of this section, the following terms shall be defined as |
---|
33 | 33 | | 2such: |
---|
34 | 34 | | 3 “Massachusetts entity”, any corporation, business, limited liability company, association, |
---|
35 | 35 | | 4partnership, venture, state agency, K-12 school, institute of higher learning, or other organization |
---|
36 | 36 | | 5operating within the commonwealth. |
---|
37 | 37 | | 6 “Chinese state-owned company”, Any corporation, business, association, partnership, |
---|
38 | 38 | | 7venture, limited liability company, or other entity or business association owned fully or in part |
---|
39 | 39 | | 8by, or affiliated with, the government of China. |
---|
40 | 40 | | 9 Notwithstanding any special or general law to the contrary, there shall be established a |
---|
41 | 41 | | 10special commission to study the financial relationship between Massachusetts entities and 2 of 2 |
---|
42 | 42 | | 11Chinese state-owned companies. The commission shall identify Massachusetts-based assets held |
---|
43 | 43 | | 12by Chinese state-owned companies, ascertain the extent to which business operations conducted |
---|
44 | 44 | | 13by Chinese state-owned companies affect local industries, and assess the corresponding dangers |
---|
45 | 45 | | 14posed to the commonwealth’s economic wellbeing and sovereignty. |
---|
46 | 46 | | 15 The commission shall include the house and senate chairs of the joint committee on |
---|
47 | 47 | | 16economic development and emerging technologies, who shall serve as co-chairs; the house and |
---|
48 | 48 | | 17senate chairs of the joint committee on export development; the speaker of the house of |
---|
49 | 49 | | 18representatives or a designee; the president of the senate or a designee; the minority leader of the |
---|
50 | 50 | | 19house of representatives or a designee; the minority leader of the senate or a designee; the chair |
---|
51 | 51 | | 20of the House Asian Caucus or a designee; the secretary of the commonwealth or a designee; the |
---|
52 | 52 | | 21secretary of housing and economic development or a designee; the secretary of labor and |
---|
53 | 53 | | 22workforce development or a designee; the treasurer of the commonwealth or a designee; the state |
---|
54 | 54 | | 23auditor or a designee; the president of the University of Massachusetts system or a designee; and |
---|
55 | 55 | | 241 member appointed by each of the following organizations: Massachusetts Association of |
---|
56 | 56 | | 25Realtors; Massachusetts Technology Leadership Council; Greater Boston Chamber of |
---|
57 | 57 | | 26Commerce; Massachusetts Bankers Association; and the Massachusetts Biotechnology Council. |
---|
58 | 58 | | 27 The commission shall file a report with its findings and recommendations to the clerks of |
---|
59 | 59 | | 28the house and senate no later than December 31, 2025. |
