2828 An Act establishing a commission to study the financial relationship between Massachusetts
2929 entities and companies owned by the Chinese government.
3030 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3131 of the same, as follows:
3232 1 SECTION 1. For the purposes of this section, the following terms shall be defined as
3333 2such:
3434 3 “Massachusetts entity”, any corporation, business, limited liability company, association,
3535 4partnership, venture, state agency, K-12 school, institute of higher learning, or other organization
3636 5operating within the commonwealth.
3737 6 “Chinese state-owned company”, Any corporation, business, association, partnership,
3838 7venture, limited liability company, or other entity or business association owned fully or in part
3939 8by, or affiliated with, the government of China.
4040 9 Notwithstanding any special or general law to the contrary, there shall be established a
4141 10special commission to study the financial relationship between Massachusetts entities and 2 of 2
4242 11Chinese state-owned companies. The commission shall identify Massachusetts-based assets held
4343 12by Chinese state-owned companies, ascertain the extent to which business operations conducted
4444 13by Chinese state-owned companies affect local industries, and assess the corresponding dangers
4545 14posed to the commonwealth’s economic wellbeing and sovereignty.
4646 15 The commission shall include the house and senate chairs of the joint committee on
4747 16economic development and emerging technologies, who shall serve as co-chairs; the house and
4848 17senate chairs of the joint committee on export development; the speaker of the house of
4949 18representatives or a designee; the president of the senate or a designee; the minority leader of the
5050 19house of representatives or a designee; the minority leader of the senate or a designee; the chair
5151 20of the House Asian Caucus or a designee; the secretary of the commonwealth or a designee; the
5252 21secretary of housing and economic development or a designee; the secretary of labor and
5353 22workforce development or a designee; the treasurer of the commonwealth or a designee; the state
5454 23auditor or a designee; the president of the University of Massachusetts system or a designee; and
5555 241 member appointed by each of the following organizations: Massachusetts Association of
5656 25Realtors; Massachusetts Technology Leadership Council; Greater Boston Chamber of
5757 26Commerce; Massachusetts Bankers Association; and the Massachusetts Biotechnology Council.
5858 27 The commission shall file a report with its findings and recommendations to the clerks of
5959 28the house and senate no later than December 31, 2025.
