An Act to expand the Massachusetts School Building Authority and create a new program to 
assist public school districts with 21st century technology upgrades.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority 
of the same, as follows:
1 Chapter 70B of the General Laws is hereby amended by adding the following section:-
2 Section 21. The authority shall create a technology upgrade program for school districts 
3to provide partial funding throughout the commonwealth for school technology upgrades. The 
4technology upgrade program shall be a competitive grant program and its grants shall be 
5distributed by the authority on the basis of need and urgency. The authority shall maintain 
6funding for all capital programs in existence on January 1, 2023 in an amount equal to or greater 
7than the funding for said programs in fiscal year 2023.
