The committee on State Administration and Regulatory Oversight, to 
whom were referred the petition (accompanied by bill, Senate, No. 2061) 
of Rebecca L. Rausch for legislation to promote equality and respect in the 
legislature; the petition (accompanied by bill, Senate, No. 2064) of 
Rebecca L. Rausch, David Henry Argosky LeBoeuf, James B. Eldridge 
and Erika Uyterhoeven for legislation to extend the public records law to 
the Governor and the Legislature; the petition (accompanied by bill, 
House, No. 2996) of Antonio F. D. Cabral and others for legislation to 
revive and continue the special commission (established by Chapter 2 of 
the Resolves of 2020 and revived and continued by Section 89 of Chapter 
102 of the Acts of 2021) to investigate the features of the official Seal and 
Motto of the Commonwealth and providing for the filing of interim 
reports by said commission; the petition (accompanied by bill, House, No. 
3111) of Jon Santiago for legislation to authorize the Division of Capital 
Asset Management and Maintenance to lease certain Department of 
Conservation and Recreation skating rinks; and the petition (accompanied 
by bill, House, No. 3112) of David Reno for legislation to establish an 
office of science services within the Executive Office of Technology 
Services and Security, reports recommending that the accompanying order 
(House, No. 4568) ought to be adopted.

1 Ordered, That the committee on State Administration and Regulatory Oversight be 
2authorized to sit during a recess of the General Court to make an investigation and study of 
3Senate documents numbered 2061 and 2064 and House documents numbered 2996, 3111 and 
43112, relative to skating rinks, scientific services, public records and other related matters.
5 Said committee shall report to the General Court the results of its investigation and study 
6and its recommendations, if any, together with drafts of legislation necessary to carry such 
7recommendations into effect, by filing the same with the Clerk of the House of Representatives 
8on or before December 31, 2024.
