the petition (accompanied by bill, Senate, No. 138) of John C. Velis and 
Kelly W. Pease for legislation to authorize municipalities to use funds for 
flood control infrastructure and floodplain preservation; the petition 
(accompanied by bill, House, No. 227) of Antonio F. D. Cabral and others 
relative to neighborhood stabilization and economic development; the 
petition (accompanied by bill, House, No. 231) of Daniel J. Hunt relative 
to industrial development finance authorities; the petition (accompanied 
by bill, House, No. 232) of Bradley H. Jones, Jr., and others relative to 
housing production plans; the petition (accompanied by bill, House, No. 
236) of Todd M. Smola for legislation to establish an industrial mill 
building revitalization task force (including members of the General 
Court) to stimulate the re-development, rehabilitation and revitalization of 
industrial mill buildings and surrounding areas in the Commonwealth; the 
petition (accompanied by bill, House, No. 239) of Chynah Tyler and 
Michelle M. DuBois relative to the calculation of area median income in 
municipalities with a population over 100,000 residents; and the petition 
(accompanied by bill, House, No. 3549) of Kristin E. Kassner for 
legislation to expand the designation of priority development sites, reports 
recommending that the accompanying order (House, No. 4694) ought to 
be adopted.

1 Ordered, That the committee on Community Development and Small Businesses be 
2authorized to sit during a recess of the General Court to make an investigation and study of 
3Senate documents numbered 134 and 138 and House documents numbered 227, 231, 232, 236, 
4239 and 3549, relative to industrial development, housing production, flood control funds and 
5other related matters.
6 Said committee shall report to the General Court the results of its investigation and study 
7and its recommendations, if any, together with drafts of legislation necessary to carry such 
8recommendations into effect, by filing the same with the Clerk of the House of Representatives 
9on or before December 31, 2024.
