The committee on Environment and Natural Resources, to whom was 
referred the petition (accompanied by bill, House, No. 764) of Michelle L. 
Ciccolo, Steven Owens and others for legislation to establish guidelines 
and recommendations for best practices for industry entities to measure, 
track, and reduce emissions from embodied carbon of buildings, reports 
recommending that the accompanying order (House, No. 4738) ought to 
be adopted [Senator Tarr dissents].

1 Ordered, That the committee on Environment and Natural Resources be authorized to sit 
2during a recess of the General Court to make an investigation and study of House document 
3numbered 764, relative to embodied carbon.
4 Said committee shall report to the General Court the results of its investigation and study 
5and its recommendations, if any, together with drafts of legislation necessary to carry such 
6recommendations into effect, by filing the same with the Clerk of the House of Representatives 
7on or before December 31, 2024.
