The committee on Mental Health, Substance Use and Recovery, to 
whom were referred the petition (accompanied by bill, House, No. 1963) 
of James Arciero for legislation to promote high value and evidence-based 
behavioral health care; the petition (accompanied by bill, House, No. 
1980) of Marjorie C. Decker and Lindsay N. Sabadosa relative to the 
involuntary hospitalization of individuals if no less restrictive alternatives 
exist to reduce the likelihood of serious harm by reason of mental illness; 
the petition (accompanied by bill, House, No. 2002) of Samantha 
MontaƱo, Mike Connolly and others relative to the possession of 
controlled substances; and the petition (accompanied by bill, House, No. 
2007) of Edward R. Philips relative to authorizing physician assistants to 
issue psychiatric holds and ensure adequate training on their use, reports 
recommending that the accompanying order (House, No. 4897) ought to 
be adopted.

1 Ordered, That the committee on Mental Health, Substance Use and Recovery be 
2authorized to sit during a recess of the General Court to make an investigation and study of 
3House documents numbered 1963, 1980, 2002 and 2007, relative to mental health, controlled 
4substances and training
5 Said committee shall report to the General Court the results of its investigation and study 
6and its recommendations, if any, together with drafts of legislation necessary to carry such 
7recommendations into effect, by filing the same with the Clerk of the House of Representatives 
8on or before December 31, 2024.
