1313 To the Honorable Senate and House of Representatives,
1414 I am submitting for your consideration the attached legislation recommending terms for
1515 certain bonds authorized in sections 131 and 132 of Chapter 150 of the Acts of 2024, entitled
1616 “An Act Relative to the Affordable Homes Act.”
1717 Pursuant to Section 3 of Article LXII of the Amendments to the Constitution of the
1818 Commonwealth of Massachusetts, I recommend that the bonds that the State Treasurer is
1919 authorized to issue pursuant to sections 131 and 132 of Chapter 150 of the Acts of 2024 be
2020 issued for terms not to exceed 30 years from the date of issuance thereof; provided, however, that
2121 all such bonds shall be payable not later than June 30, 2059.
2222 I appreciate the Legislature’s prompt attention to enact this necessary piece of legislation
2323 and allow important capital projects in the Commonwealth to proceed.

3333 An Act providing for the terms of certain bonds to be issued by the Commonwealth.
3434 Whereas, The deferred operation of this act would tend to defeat its purpose, which is to
3535 provide for the terms of certain bonds to be issued by the Commonwealth, therefore it is hereby
3636 declared to be an emergency law, necessary for the immediate preservation of the public
3737 convenience.
3838 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
3939 of the same, as follows:
4040 1 SECTION 1. Notwithstanding any general or special law to the contrary, the bonds that
4141 2the state treasurer may issue pursuant to section 131 of chapter 150 of the acts of 2024 shall be
4242 3issued for a term not to exceed 30 years. All such bonds shall be payable not later than June 30,
4343 42059, as recommended by the governor in a message to the general court dated August 12, 2024
4444 5under section 3 of Article LXII of the Amendments to the Constitution.
4545 6 SECTION 2. Notwithstanding any general or special law to the contrary, the bonds that
