1313 To the Honorable Senate and House of Representatives,
1414 I am submitting for your consideration the attached legislation recommending terms for
1515 certain bonds authorized in sections 4 to 6, inclusive, of Chapter 139 of the Acts of 2024, entitled
1616 “An Act to Provide for the Future Information Technology Needs of Massachusetts.”
1717 Pursuant to Section 3 of Article LXII of the Amendments to the Constitution of the
1818 Commonwealth of Massachusetts, I recommend that the bonds that the State Treasurer is
1919 authorized to issue pursuant to sections 4 and 6 of Chapter 139 of the Acts of 2024 be issued for
2020 terms not to exceed 10 years from the date of issuance thereof; provided, however, that all such
2121 bonds shall be payable not later than June 30, 2039. Pursuant to Section 3 of Article LXII of the
2222 Amendments to the Constitution of the Commonwealth of Massachusetts, I recommend that the
2323 bonds that the State Treasurer is authorized to issue pursuant to section 5 of Chapter 139 of the
2424 Acts of 2024 be issued for a term not to exceed 30 years from the date of issuance thereof;
2525 provided, however, that all such bonds shall be payable not later than June 30, 2059.
2626 I appreciate the Legislature’s prompt attention to enact this necessary piece of legislation
2727 and allow important capital projects in the Commonwealth to proceed.

3737 An Act providing for the terms of certain bonds to be issues by the Commonwealth.
3838 Whereas, The deferred operation of this act would tend to defeat its purpose, which is to
3939 provide for the terms of certain bonds to be issued by the Commonwealth, therefore it is hereby
4040 declared to be an emergency law, necessary for the immediate preservation of the public
4141 convenience.
4242 Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority
4343 of the same, as follows:
4444 1 SECTION 1. Notwithstanding any general or special law to the contrary, the bonds that
4545 2the state treasurer may issue pursuant to section 4 of chapter 139 of the acts of 2024 shall be
4646 3issued for a term not to exceed 10 years. All such bonds shall be payable not later than June 30,
4747 42039, as recommended by the governor in a message to the general court dated August 15, 2024
4848 5under section 3 of Article LXII of the Amendments to the Constitution.
